Փաշինյանն ակտիվորեն շարունակում է նոր Սահմանադրության մշակումը

Հայաստանի սահմանադրական փոփոխությունների շուրջ աշխատանքները շարունակվում են, գործող իշխանությունները փոքր խումբ են ստեղծել, որն էլ համարյա գաղտնի պայմաններում զբաղվում է սահմանադրական փոփոխությունների նախագիծը մշակելով, ընդ որում, եթե նախկինում, և այսօր էլ, գոյություն ունի սահմանադրական բարեփոխումների հանձնաժողով, որի կազմում հայտնի իրավաբաններ, քաղաքական և հասարակական գործիչներ են, ապա վերջիններիս քննարկումները առանձնապես որևէ բան չեն փոխում։
Փաշինյանը ընդամենը դրանց մասնակցությամբ փորձում է լեգիտիմացնել Սահմանադրության փոփոխությունների իր նախընտրելի նախագիծը։
Դեռևս մի քանի շաբաթ առաջ արդարադատության նախարար Սրբուհի Գալյանը հայտարարեց, թե Հայաստանում սահմանադրական փոփոխությունների շուրջ աշխատանքները սկսվել են 2018 թ․-ից անմիջապես հետո, և ճիշտ չէ այդ գործընթացը կապել որևէ արտաքին գործոնի հետ, դա Հայաստանի ներքին հարցն է։
Ադրբեջանը, հիշեցնենք, երկար ժամանակ Հայաստանից սահմանադրական փոփոխություններ է պահանջում՝ նշելով, թե Սահմանադրության նախաբանում Ադրբեջանի տարածքային ամբողջականությանը սպառնացող դրույթներ կան։ Հայաստանի իշխանություններն էլ Սահմանադրական դատարանի որոշում են անցկացրել, և դա փորձում են որպես կռվան ներկայացնել, բայց փաստն այն է, որ Ադրբեջանը ամենևին էլ համաձայն չէ հայկական կողմի այդ դիրքորոշման հետ, հստակ գիտակցում է, որ Սահմանադրության նախաբանում Անկախության հռչակագրի պահպանումը կարող է հետագայում խնդիրներ հարուցել։
ՔՊ մեր աղբյուրների փոխանցմամբ՝ Փաշինյանը իր մերձավոր շրջապատի իրավաբաններին հանձնարարել է նոր նախագծից ընդհանրապես հեռացնել Անկախության հռչակագիրը, նաև այնպիսի ձևակերպումներ մտցնել, որոնք չեն խաթարի խաղաղության համաձայնագրի կնքումը։ Որքան էլ գործող իշխանությունները փորձեն համոզել, թե դրանք իրար հետ կապ չունեն, փաստն այն է, որ Հայաստանում Սահմանադրությունը փոփոխվում է հենց Ադրբեջանի պահանջով։
Ի վերջո, իշխանությունները, այդ թվում արդարադատության նախարարը չեն հերքում, որ աշխատում են այն ուղղությամբ, որ Սահմանադրության նոր տեքստը պատրաստ լինի մինչև 2026 թվականի ընտրությունները։ Հենց այդ ընտրությունների ժամանակ էլ ցանկանում են հանրաքվեն կազմակերպել, որպեսզի հնարավոր լինի ապահովել հանրաքվեի մասնակիցների 50 գումարած 1 տոկոսը, բայց և բոլոր հարցումների համաձայն՝ Հայաստանի հասարակության մի զգալի մասը մտադիր չէ մասնակցել խորհրդարանական արտահերթ ընտրություններին, ուստի և չի բացառվում, որ հենց 2026 թ․-ին Սահմանադրության փոփոխությունների հանրաքվեն ձախողվի։
