 Հրայր Կամենդատյանը ֆեյսբուքյան իր էջում գրել է․ 

ՔՊ-ի վերնախավը վերջին օրերին էյֆորիկ վիճակում է՝ վստահ, որ «Թրամպի միջանցքը» տարածաշրջանում կբացի տնտեսական և լոգիստիկ նոր դռներ Հայաստանի համար։ Բայց կուլիսներում լռության պես անցնում է մեկ փաստ. այս միջանցքի տնտեսական շղթան կարող է պայթեցնել ոչ թե Ադրբեջանի կամ Թուրքիայի շահերը, այլ՝ Վրաստանի։

Եթե միջանցքի ենթակառուցվածքներով անցնի գազամուղ և նավթամուղ, Վրաստանը կկորցնի իր տարանցիկ եկամուտների մեծ մասը։ Խոսքը մոտ 900 մլն դոլարի մասին է, որ Թբիլիսին ստանում է Ադրբեջանի էներգակիրները Եվրոպա հասցնելու դիմաց։ Այս գումարը Վրաստանի բյուջեի զգալի մաս է, և դրա կորուստը կստիպի Թբիլիսիին վերանայել ամբողջ տնտեսական ռազմավարությունը։

Այստեղ է, որ բացատրվում է վերջին ամիսներին Վրաստանի կողմից Հայաստանի արտահանման ուղղությամբ «աննկատ» սեղմվող մեխանիզմը՝ ավելացող ստուգումներ, բյուրոկրատական ձգձգումներ, սակագնային ճնշումներ։ Սա կանխավ պաշտպանական քայլ է՝ չեզոքացնելու համար ապագա եկամուտների կորուստը։

Թվերի լեզուն և Պապոյանի լռությունը՝

Այդ ամենին զուգահեռ, տնտեսական քաղաքականության պատասխանատուներից Գևորգ Պապոյանը շարունակում է հանդես գալ թվային սցենարներով, որոնք իրականությանը քիչ առնչություն ունեն։ Նրա հրապարակային ելույթներում աճի տոկոսները հնչում են որպես քարոզչական մանտրան, մինչդեռ դրանք կառուցված են ոչ թե արտադրության և արտահանման իրողությունների վրա, այլ՝ վիճակագրական «միջին ջերմաստիճանի» վրա։

Խնդիրը՝

Արդյունաբերական արտադրանքի ծավալների կրճատում՝ շուրջ 20% վերջին մեկ տարում։

Արտահանման անկում՝ ավելի քան 50%։

Ներմուծման նվազում՝ մոտ 48%։

Այնուամենայնիվ, Պապոյանը շարունակում է խոսել «թվային հաջողության» մասին, անտեսելով այն, որ նման իրավիճակում ցանկացած միջանցքային նախագիծ առանց հաշվարկված ռիսկերի կարող է վերածվել տնտեսական խզման, ոչ թե զարգացման գործոնի։

Ինչի առաջ ենք կանգնած։

Եթե Հայաստանի քաղաքական վերնախավը շարունակի դիտել միջանցքը միայն որպես արտաքին կապի հաղթաթուղթ, առանց դիտարկելու հարևան երկրների տնտեսական հակազդեցությունները, ապա մոտ ապագայում կունենանք երկակի ճնշում՝

1. Վրաստանի կողմից՝ լոգիստիկ և սահմանային խստացումներ։
2. Ներքին տնտեսական անկում՝ պայմանավորված ոչ կոմպետենտ պլանավորմամբ և կեղծված ցուցանիշներով։

Տարածաշրջանային իրական քաղաքականությունը չի ներում թվերի գեղեցիկ խաղը։ Այն պահանջում է հստակ հաշվարկ, խորը դիվանագիտական աշխատանք և տնտեսական պրագմատիզմ։ Հակառակ դեպքում՝ էյֆորիան արագ կվերածվի սթափեցնող հարվածի։
