Հրայր Կամենդատյանը ֆեյսբուքյան իր էջում գրում է.
 
Հայաստանի հարկադիր կատարողական ծառայությունը 2025 թվականի երկրորդ եռամսյակում իրականացրել է 650 հազար կատարողական գործ՝ քաղաքացիների պարտքերի գծով։ Սա նշանակում է, որ մեր չափահաս բնակչության մոտ երեսուն տոկոսը պաշտոնապես դարձել է տուգանքի կամ բռնագանձման «մատերիալ»։
 
Սա պատահական վիճակագրություն չէ․ սա իշխանության ծրագրավորված քաղաքականություն է։ Տարիներ շարունակ մարդիկ վարկերի ու տուգանքների ճանկերում են, իսկ պետությունը ոչ միայն չի պաշտպանում, այլ դառնում է բանկերի հիմնական «գործավարը»։ ԴԱՀԿ-ի ծանրաբեռնվածության զգալի մասը ուղղակիորեն կապված է բանկերի պահանջների կատարման հետ։
 
Ավելին՝ իշխանությունները բյուջեի միջոցները օգտագործում են անհուսալի վարկառուների պարտքերի մարում համար, փաստորեն հարկատուների փողերով փրկելով բանկերի շահույթը։ Այսինքն՝ ժողովուրդը երկակի անգամ է վճարում․ նախ՝ իր վարկերի և տուգանքների համար, հետո էլ՝ որպես հարկատու, որ բանկերի սեփականատերերը չկորցնեն իրենց եկամուտները։
 
Փաստորեն, Հայաստանի Հանրապետությունը վերածվել է բանկային օլիգարխիայի պահակախմբի, իսկ իշխանությունը՝ մանկապարտեզի խնամողին, որը հոգ է տանում ոչ թե ժողովրդի, այլ ֆինանսական «մանուկների»՝ բանկերի տերերի մասին։
 
Սա այլևս տնտեսական խնդիր չէ․ սա խորացող սոցիալական անդունդ է, որտեղ պետությունը և բանկերը ձեռք ձեռքի տված կեղեքում են սեփական ժողովրդին։
 
Պատկերը լրիվ ամբո ղջանում է երբ պետությունը բանկերի անհուսալի վարկերը փոխհատուցում է պետական բյուջեի միջոցներով։
