Իշխանության մի թևը չգիտի, թե ինչ է անում մյուսը

Հայաստանի իշխանությունները պարտավոր են անհապաղ կատարել Ստոկհոլմի արտակարգ արբիտրի վճիռները։ Նույնիսկ Հայաստանի պաշտոնական գերատեսչությունը՝ Միջազգային իրավական հարցերով Հայաստանի ներկայացուցչի գրասենյակը հաստատել է արբիտրաժի որոշման պարտադիրությունը։
Նշենք, որ Հանրային ծառայությունները կարգավորող հանձնաժողովը վարչապետի աշխատակազմին մի շարք հարցումներ է ուղարկել ստոկհոլմյան արբիտրաժի որոշման հետ կապված։ Ի պատասխան` տեղեկացրել են, որ հուլիսի 22-ին ընդունված վճիռը պարտադիր է, և Հայաստանի իշխանությունները չեն կարող դրանց կամային մեկնաբանություն տալ։ Հանրային ծառայությունները կարգավորող հանձնաժողովը պարտավոր է այդ որոշմամբ դադարեցնել Հայաստանի էլեկտրական ցանցերը պետականացնելու քայլերը, ինչպես նաև ազատել իր նշանակած ժամանակավոր կառավարչին։ Ինչը, բնականաբար, չի արվել, փոխարենը նշանակված ժամանակավոր կառավարիչը յուրացնում է Հայաստանի էլեկտրական ցանցերը՝ տարբեր մասնաճյուղերի ղեկավարների հեռացնելով, փոխարենը նշանակելով «Քաղաքացիական պայմանագիր» կուսակցության անդամներին։
Հուլիսի 3-ին, 65 կողմ, 27 դեմ և 0 ձեռնպահ ձայներով Ազգային ժողովը 2-րդ ընթերցմամբ և ամբողջությամբ ընդունեց ՀԷՑ-ի պետականացման նախագիծը։ Դրանից հետո՝ հուլիսի 23-ին, արդեն Ստոկհոլմի արտակարգ արբիտրաժը Կարապետյանների ընտանիքի օգտին որոշում կայացրեց, և արդարադատության նախարարը նույնիսկ հայտարարեց, թե Հայաստանը մտածում է որոշումը չկատարելու մեխանիզմների մասին։ Փաստացի գլխավոր միջազգային իրավական հարցերով գերատեսչությունը հաստատում է, որ Հայաստանի իշխանությունները պարզապես ապօրինություն են իրականացնում։
