Պեկինում տեղի ունեցած վերջին իրադարձություններից հետո Վլադիմիր Պուտինը հնչեցրեց կարևոր ուղերձներ․

Միաբևեռ աշխարհն այլևս չկա...

Ռուսաստանը, Չինաստանը և նրանց դաշնակիցները փաստում են, որ աշխարհը դարձել է երկբևեռ։
Նրանք չեն հանդուրժելու, որ Արևմուտքը ԱՄՆ-ի գլխավորությամբ խախտի ՄԱԿ-ի կանոնադրությունը, թելադրի իր կամքը և պատերազմներ հրահրի հանուն սեփական շահերի՝ կործանելով այլ պետությունների ու ժողովուրդների ճակատագրերը։

Երկրորդ կարևոր մեսիջն այն է, որ Ասիական երկրները՝ Ռուսաստանի և Չինաստանի գլխավորությամբ, համարում են․ Հավաքական Արևմուտքը չպետք է միջամտի այլ պետությունների ներքին գործերին։

Կոնֆլիկտները պետք է լուծվեն տարածաշրջանային խաղացողների միջոցով։ Նույն մոդելը Ռուսաստանը առաջարկել էր նաև Կովկասում՝ Հայաստանի և Ադրբեջանի միջև լարվածությունները լուծելու համար «3+3» ձևաչափով։ Այս մոտեցումը նրանք դիտարկում են որպես գործելի ամբողջ աշխարհում։

Երրորդ կարևոր մեսիջն այն է, որ երկրորդ բևեռը՝ Ռուսաստանի, Չինաստանի և նրանց դաշնակիցների գլխավորությամբ, հարգելու է բոլոր պետությունների ինքնիշխանությունն ու չի միջամտելու նրանց ներքին գործերին։ Նրանք կոչ են անում նաև Արևմուտքին դադարեցնել միջամտությունները, հեղափոխություններն ու մանիպուլյացիաները, որոնք իշխանության են բերում իրենց հարմար ուժերին և կործանում տարբեր պետությունների ապագան։ Յուրաքանչյուր երկիր պետք է ինքնուրույն՝ իր ժողովրդի կամարտահայտությամբ, որոշի իր կառավարությունը։

Ռուսաստանը միշտ հարգել է բոլոր պետությունների սուվերենիտետը, այդ թվում՝ Հայաստանի, և հիմա այս սկզբունքը ներկայացնում է որպես նոր աշխարհակարգի կարևոր կանոն։ Պուտինը շեշտում է, որ ԱՄՆ-ի հեգեմոնիայի ավարտը չի նշանակում նոր հեգեմոնի առաջացում։ Նոր համակարգի իմաստն այն է, որ հեգեմոն այլևս չպետք է լինի, և յուրաքանչյուր պետություն ինքնուրույն որոշի իր արտաքին քաղաքականությունը։

Երկու լարի վրա խաղալու ժամանակներն ավարտվել են և դարձել վտանգավոր։ Յուրաքանչյուր պետություն պետք է հստակ ընտրի՝ աջակցո՞ւմ է ԱՄՆ-ին և Արևմուտքին, որոնք փորձում են պահպանել իրենց գերիշխող դերը, թե՞ կանգնում է Ռուսաստանի, Չինաստանի և նրանց դաշնակիցների կողքին՝ նպաստելով միաբևեռ աշխարհի վերջնական քանդմանը և բազմաբևեռ համակարգի ձևավորմանը։

Հայաստանը, ելնելով իր պետական և աշխարհաքաղաքական շահերից, պարտավոր է կանգնել Ռուսաստանի կողքին։ Նոր ձևավորվող բևեռը առաջարկում է հարգել պետությունների սուվերենիտետը, լուծել տարածաշրջանային խնդիրները տարածաշրջանային խաղացողների միջոցով և չթույլատրել, որ ԱՄՆ-ն ու նրա դաշնակիցները ցանկացած կոնֆլիկտ վերածեն իրենց շահերին ծառայող գլոբալ խնդիրների։ Սա լիովին համապատասխանում է Հայաստանի շահերին, և մեր երկիրը կանգնած է ընտրության առաջ՝ ընդունել ճիշտ որոշում և լինել Ռուսաստանի կողքին։
