Անհերքելի փաստ է, որ ամեն ինչ քանդողն ու ավերակ դարձնողը ի վիճակի չէ որևէ բան կառուցել
VIDEOՆիկոլ Փաշինյանը, խոսելով այսպես կոչված «Չորրորդ հանրապետության» ստեղծման մասին, իրականում տալիս է ինքնախոստովանական ցուցմունք՝ նա քանդել է երրորդ հանրապետությունը։ Այստեղ անմիջապես առաջանում է հարցը՝ ով պետք է կրի պատասխանատվություն։ Իշխանություններին թվում է, թե այս հարցը կարող են հանգիստ շրջանցել և որևէ պատասխանատվություն չկրել դրա համար։
Ըստ էության, վերջին յոթ տարիներին Հայաստանում տիրող հակասահմանադրական ընթացքը հանգեցրել է այս կործանարար իրավիճակին։ Փաշինյանի հակասահմանադրական քայլերը՝ ԱԺ-ն շրջափակելը, «մեջքի վրա» նախարարներին աշխատանքից ազատելը, դատարանները բացահայտ շրջապատելը և դատավորներին «վնգստացող» պիտակավորելը, ՍԴ-ն «սեփականաշնորհելը» և այլ կիրառված մեխանիզմները վկայում են երկրում ստեղծված հակասահմանադրական իրավիճակի մասին։
Անհերքելի փաստ է, որ ամեն ինչ քանդողն ու ավերակ դարձնողը ի վիճակի չէ որևէ բան կառուցել՝ առավել ևս նոր պետություն և նոր պետական համակարգ։ Այնուամենայնիվ մենք տեսնում ենք, որ Փաշինյանը բավական լուրջ հայտ է ներկայացնում՝ խոսելով «նոր Սահմանադրության ստեղծման» մասին, ներկայացնելով «պետության գեղագիտական տեղորոշման» դոկտրիններ, անդրադառնալով մարդկանց գաղափարական ու գոյաբանական ֆունդամենտալ փոփոխությանը։
Սակայն, եթե ուշադիր ուսումնասիրենք Փաշինյանի կողմից հնչեցվող «Չորրորդ հանրապետության» գաղափարը, ապա կտեսնենք, որ այն ոչ թե նորարարական առաջարկ է, այլ Երրորդ հանրապետության էջը փաստացի փակելու փորձ՝ իր բոլոր քաղաքական սխալներն ու աղետաբեր հետևանքները թաքցնելու համար։ Իրականում նոր Սահմանադրության մասին խոսակցությունները և «պետության գեղագիտական տեղորոշման» դոկտրինները ավելի շատ հիշեցնում են իշխանության պահպանման հերթական տեխնոլոգիան, քան պետության զարգացման ռազմավարական ծրագիր։
Այս պայմաններում հասարակության առջև ծառացած հիմնական խնդիրը ոչ թե հերթական «հանրապետության» ձևական հայտարարությունն է, այլ այն, թե ինչպե՞ս վերականգնել պետականության հիմքերը, վերադարձնել օրինականությունը, վերականգնել Սահմանադրության գերակայությունը և ստեղծել այնպիսի համակարգ, որտեղ իշխանությունը ոչ թե կործանում է ինստիտուտները, այլ ամրապնդում ու զարգացնում դրանք։
