«Փաստ» օրաթերթը գրում է.

Ներքին գործերի նախարարությունն առաջարկում է լրացումներ և փոփոխություն կատարել վարչապետի՝ 2023 թվականի մարտի 14-ի N 270-Լ որոշման մեջ։ Ներկայում ՆԳՆ ոստիկանության կազմում գործում է ինֆորմացիոն կենտրոն, որի հիմնական գործառույթը պետական հաշվառումների իրականացումն է։ Մասնավորապես՝ վարչությունը պատասխանատու է հաշվառումների վարման (հետախուզվող, ոստիկանության հետ համագործակցող, օպերատիվ հաշվառման գործերի ու դրանցով անցնող անձանց, անհայտ կորածների, չճանաչված դիակների, մեղադրյալների, դատապարտված անձանց, օպերատիվ և հատուկ հաշվառման արխիվային գործերի, նախկին աշխատողների արխիվային գործերի, հանցագործությունների և դրանք կատարած, ոստիկանության կողմից քննության ենթակա վարչական իրավախախտում կատարած անձանց, հափշտակված և կորած տարբեր առարկաների, տրանսպորտային միջոցների, հանցագործությունների հետ կապված իրերի, փաստաթղթերի, արժեթղթերի և այլն), հաշվառման շտեմարանների ադմինիստրացիայի, ստացված ինֆորմացիայի, փաստաթղթերի օրինականության, իսկության, ամբողջականության ստուգման, դրա նկատմամբ վերահսկողության, հաշվետվությունների պատրաստման, իրավասու սուբյեկտներին և անձանց համապատասխան տեղեկատվության տրամադրման, արխիվի վարման և ոչնչացման համար։

Առաջարկվում է ՆԳ նախարարության կազմում նախատեսել նոր հիմնական մասնագիտական կառուցվածքային ստորաբաժանում՝ «Հանցավորության վիճակագրության և հետազոտական կենտրոն» անվանումով։ Առաջարկվում է նաև նախարարության գործառույթների մեջ նշել հանցանքների, հանցանք կատարած անձանց, վարչական իրավախախտումների, հանցանքների ու վարչական իրավախախտումների նախականխման ու կանխման համար անհրաժեշտ այլ տեղեկատվության հաշվառումների իրականացումը, միասնական հանրապետական բազաների ձևավորումը, պաշտոնական վիճակագրության ձևավորումը, հասարակական անվտանգության ապահովման և հանցավորության վիճակի, հանցավորության շարժընթացի համակողմանի վերլուծության իրականացումը, քրեածին իրավիճակի կանխատեսումը, դրա հիման վրա թեմատիկ, պարբերական հետազոտությունների իրականացումը և դրանց հրապարակումը, առկա մարտահրավերների ու ռիսկերի վերհանումը և դրանց չեզոքացման նպատակով համապատասխան որոշումների ընդունումը և իրականացման ապահովումը։

Վարչության գործունեությունը կունենա հանրապետական նշանակություն՝ ամփոփելով ու ստանդարտացնելով իրավապահ համակարգի բոլոր մարմինների տվյալները և գործունեության շղթայի արդյունքներով վերլուծական նյութեր և հետազոտություններ տրամադրելով նույն մարմիններին։ Այս համատեքստում սկզբունքային է այլ իրավապահ մարմինների հետ սերտ աշխատանքը և հետազոտական կարողությունների կենտրոնացումը նաև վերջիններիս գործունեության հետ կապված վերլուծությունների իրականացման համար։ Նորաստեղծ կենտրոնը հնարավորություն կտա ձևավորել համապարփակ և թվայնացված տվյալների բազա, որն իր մեջ կներառի ինչպես քրեական, այնպես էլ վարչական իրավախախտումների վերաբերյալ ամբողջական տեղեկատվություն։
