Հայաստանի նոր սահմանադրության տեքստն այս պահին մշակման ակտիվ փուլում է։ Այս մասին ասել է ՀՀ արդարադատության նախարար Սրբուհի Գալյանը։ Վերջինս հարցազրույցում խոսել է նոր սահմանադրության մեջ առաջարկվող փոփոխություններից, որոնք հիմնականում կապված են իշխանության թևերի ապակենտրոնացման, զսպման ու հավասարակշռման սկզբունքների հետ։ Ըստ Գալյանի՝ խնդիր են դրել մի շարք ոլորտներում ուժեղացնել Ազգային ժողովի լիազորությունները։ «Արդեն որոշում ունենք նաև ինչ-որ առումով փոխել ընտրությունների կարգը։ Առաջին ընտրությունների պարագայում որոշում ենք կայացրել հրաժարվել կայուն մեծամասնության սկզբունքից, այսինքն՝ կայուն մեծամասնությամբ խորհրդարան ձևավորելու սկզբունքից, և դա թողնել երկրորդ ընտրություններին, եթե առաջին ընտրությունների արդյունքներով չի հաջողվում մեկ կուսակցության մեծամասնությամբ կամ կոալիցիայի միջոցով ձևավորել խորհրդարան»,– մանրամասնել է Գալյանը։

Խոսելով Ազգային ժողովին ավելի լայն լիազորություններ տալու որոշման մասին՝ Գալյանը նշել է, որ սահմանադրական հանձնաժողովի կողմից քննարկվել է հարցը՝ կապված կառավարության անդամների ընտրության հետ։ Որոշում է կայացվել կառավարության անդամների և՛ ընտրության, և՛ անվստահություն հայտնելու գործընթացում Ազգային ժողովի մշտական հանձնաժողովներին տալ դերակատարում։ Նրա խոսքով՝ այդ պարագայում, օրինակ, կառավարության անդամի թեկնածուի վերաբերյալ ԱԺ համապատասխան հանձնաժողովը կկարողանա տալ խորհրդատվական եզրակացություն՝ բաց նիստում հարցեր ուղղելով տվյալ թեկնածուին։

Նախարարը, իհարկե, չի նշել, որ նոր սահմանադրությունն առաջիկա ընտրությունների վրա չի ազդի, նույնիսկ եթե հանրաքվեն կայանա ԱԺ ընտրությունների հետ զուգահեռ։ Ըստ այդմ՝ Փաշինյանը առաջիկա ընտրություններն էլ անցկացնելու է գործող սահմանադրության դրույթներով, իսկ առաջարկվող առաջադեմ փոփոխությունները, լավագույն դեպքում, կարող են կիրառվել հաջորդ ընտրությունների համար։

Մեր տեղեկություններով՝ Գալյանն ու իր գլխավորած հանձնաժողովը շտապում են, որպեսզի սահմանադրական հանրաքվեն անցկացնեն հենց ԱԺ ընտրությունների հետ, որպեսզի հաջողվի ապահովել անհրաժեշտ մասնակցություն և անցկացնել Ադրբեջանի պահանջները։ Հակառակ դեպքում իշխանության համար լուրջ հետևանքներ կլինեն։
