«Փաստ» օրաթերթը գրում է.
Արդարադատության նախարարությունն առաջարկում է փոփոխություն և լրացումներ կատարել կառավարության 2018 թվականի նոյեմբերի 22-ի N 1334-Ն որոշման մեջ։ «Պետական միջոցների հաշվին թարգմանչի, սուրդոթարգմանչի և տեսողական սահմանափակումների պատճառով հաշմանդամություն ունեցող անձի օգնականի ծառայություններ մատուցող անձին նշանակելու կարգը, նրա վարձատրության չափը և կարգը սահմանելու մասին» N 1334-Ն որոշման մեջ փոփոխության և լրացումների կատարումը պայմանավորված է պրակտիկայում հաճախ առաջացող որոշ խնդիրների լուծման անհրաժեշտությամբ: Մասնավորապես, որոշման N 2 հավելվածով սահմանված են 31 օտար լեզվի գրավոր և բանավոր թարգմանությունների վարձատրության չափերը, սակայն այդ ցանկում սահմանված չէ հայերենից եզդիերեն և եզդիերենից հայերեն թարգմանությունների արժեքները: Մինչդեռ եզդիերենը Հայաստանում ունի բավականին տարածում, ինչպես նաև օպերատիվ-հետախուզական միջոցառումների արդյունքում երբեմն ձեռք են բերվում մեծածավալ բանավոր ձայնագրություններ, որոնք անհրաժեշտ է թարգմանել հայերեն:
Գործնականում նման դեպքերում այն դիտվում է որոշմամբ չսահմանված լեզուների համար նախատեսված՝ «Թարգմանություն՝ հայերենից սույն կարգով չսահմանված լեզուներ, սույն կարգով չսահմանված լեզուներից հայերեն» տողով սահմանված թարգմանություն, ինչի արդյունքում, որպես կանոն, վճարվում է ավելի մեծ գումար (գրավոր թարգմանության 1 էջի համար՝ 19000 դրամ, բանավոր թարգմանության 1 ժամվա համար՝ 22000 դրամ), քան եթե այն նախատեսված լինի համապատասխան ցանկով (նախագծով առաջարկվող տարբերակով գրավոր թարգմանության 1 էջի համար նախատեսվում է սահմանել 8000 դրամ, բանավոր թարգմանության 1 ժամվա համար՝ 10000 դրամ): Ուստի առաջարկվում է որոշման N 2 հավելվածում՝ առանձին տողով սահմանել նաև եզդիերեն լեզուն:
Մյուս կողմից՝ ձայնագրությունից գրավոր թարգմանություն կատարելը կարգավորված չէ որոշմամբ, հետևաբար սահմանված չէ նաև այդ աշխատանքի վարձատրության չափը: Որպես կանոն, բանավոր թարգմանությունն իրականացվում է միաժամանակյա, պահանջում է կենտրոնացման բարձր մակարդակ և մասնագիտական առավել բարձր պատրաստվածություն, ինչը գրավոր թարգմանության պարագայում բացակայում է։
Նկատի ունենալով դա, ինչպես նաև այն, որ իրավասու մարմնին ձայնագրության թարգմանությունը պրակտիկայում հանձնվում է գրավոր տեսքով, նախագծով առաջարկվում է կարգավորում տալ գործնականում առաջացող խնդրին:
Այսպիսով՝ նախագծով նախատեսվում է սահմանել հայերենից եզդիերեն և եզդիերենից հայերեն գրավոր ու բանավոր թարգմանության արժեքները, հստակեցնել ձայնագրության գրավոր թարգմանության դեպքում այդ աշխատանքի վճարման չափը:
Նախագծերի ընդունմամբ պետական բյուջեի եկամուտների և ծախսերի փոփոխություններ չեն նախատեսվում։
