«Թրամփի ուղու» հարցում իրականացան ամենավատատեսական կանխատեսումները

Արտգործնախարար Արարատ Միրզոյանը երեկ Վաշինգտոնում հանդիպում է ունեցել ԱՄՆ պետքարտուղար Մարկո Ռուբիոյի հետ, մամուլի համար հայտարարություններ արել, փաստաթուղթ ստորագրել։ Իսկ արդեն ուշ գիշերին կողմերը հրապարակել են «Թրամփի ուղի՝ հանուն միջազգային խաղաղության և բարգավաճման» (ԹՐԻՓՓ) նախագծի՝ Հայաստան-ԱՄՆ իրականացման շրջանակի հրապարակման վերաբերյալ համատեղ հայտարարությունը, որով իրականացան ամենավատատեսական կանխատեսումները։ Եթե հանում են «ինքնիշխանություն», «անկախություն» և այլ ճոռոմ բառերը թե՛ պետքարտուղարի խոսքից, թե՛ ստորագրված հայտարարության տեքստից, չոր նստվածքը մնում է այն, որ ԱՄՆ-ը Հայաստանին պարզապես կախվածության մեջ է գցել՝ ԹՐԻՓՓ-ի առյուծի բաժինը յուրացնելով։
Ըստ այդ հայտարարության՝ «Հայաստանը մտադիր է թույլատրել և աջակցել ԹՐԻՓՓ զարգացման ընկերության հիմնմանը։ Ակնկալվում է, որ ընկերությունը պատասխանատու կլինի ԹՐԻՓՓ-ի զարգացման համար՝ 49 տարի նախնական ժամկետով նրան տրամադրվող կառուցապատման իրավունքով։ Հայաստանը մտադիր է ԱՄՆ-ին առաջարկել ԹՐԻՓՓ զարգացման ընկերության 74 տոկոս մասնաբաժինը և պահպանել 26 տոկոս մասնաբաժինը։ Ակնկալվում է, որ այս համագործակցությունը կերկարաձգվի ևս 50 տարով՝ Հայաստանի կառավարությանը հավելյալ սեփականության տրամադրմամբ նրա մասնաբաժինը դարձնելով 49 տոկոս»։
Տևական ժամանակ կողմերը բանակցում էին մասնաբաժինների շուրջ, ՀՀ իշխանություններն էլ հերքում էին թե՛ 99 տարով ԱՄՆ վերահսկողությանը ճանապարհ հանձնելու հանգամանքը, թե՛ առյուծի բաժինը ԱՄՆ-ին տալը։ Պարզվեց՝ իրավիճակն ավելի վատ է, և փաստացի այդ ընկերության երեք քառորդ մասը պատկանելու է Վաշինգտոնին։ Ըստ նույն այդ փաստաթղթի՝ «ակնկալվում է, որ ԹՐԻՓՓ զարգացման ընկերության բաժնետերերի փոփոխությունը (ներառյալ մասնաբաժինների վաճառք, նվիրատվություն, միավորում, անջատում, վերակազմակերպում կամ որևէ այլ իրավական կամ փաստացի գործողություն) և վերջնական շահույթի սեփականատերերի փոփոխությունը ենթակա կլինի Հայաստանի և ԱՄՆ կառավարությունների հետ նախօրոք համաձայնեցմանը»։
Սա ևս մեկ ռիսկ է պարունակում, երբ ամերիկյան կողմը կարող է պայմանավորվածության հանգել, օրինակ, Թուրքիայի հետ, իսկ ՀՀ իշխանություններին պարտադրել համաձայնություն տալ բաժնեմաս վաճառել Անկարային։
