«Փաստ» օրաթերթը գրում է.

Աշխատանքի և սոցիալական հարցերի նախարարությունը, Միգրացիայի միջազգային կազմակերպության փորձագիտական աջակցության ներգրավմամբ, հանրային քննարկման է ներկայացրել «Հայաստանի Հանրապետությունում 2026-2028 թվականների ընթացքում մարդկանց թրաֆիքինգի և շահագործման դեմ պայքարի կազմակերպման ազգային ծրագիրը և ծրագրի իրականացման ժամանակացույցը հաստատելու մասին» նախագիծը։ Նշվում է, որ նախագծի ընդունումն անհրաժեշտ է մարդկանց թրաֆիքինգի և շահագործման կանխարգելման, դրանց դեմ արդյունավետ պայքարի, ինչպես նաև տուժած անձանց պաշտպանության և վերականգնման ուղղությամբ պետական քաղաքականության համակարգված շարունակականությունն ապահովելու համար։

2023-2025 թվականների ազգային ծրագրի իրականացման ընթացքում ձեռնարկվել են մի շարք համակարգային քայլեր՝ ուղղված թրաֆիքինգի և շահագործման դեմ պայքարի իրավական և ինստիտուցիոնալ հիմքերի ամրապնդմանը։ Իրականացվել են օրենսդրական բարեփոխումներ, կատարելագործվել են զոհերի նույնացման և աջակցության մեխանիզմները, ներդրվել են զոհերին տրամադրվող ծառայությունների որակի նվազագույն չափորոշիչներ։ Իրականացված աշխատանքների արդյունքում արձանագրվել են նաև մի շարք նոր մարտահրավերներ, մասնավորապես՝ առկա է կանխարգելմանն ուղղված իրազեկման միջոցառումների հասցեականության և ազդեցության ընդլայնման անհրաժեշտություն, միջազգային և տարածաշրջանային համագործակցության շրջանակներում պահանջվում է գործողությունների ավելի մեծ համակարգվածություն և տեղեկատվության փոխանակման արագություն, աշխատանքի շուկայի զարգացումները և առցանց հարթակների տարածումը նոր ռիսկեր են առաջացնում աշխատանքային շահագործման և կեղծ զբաղվածության ձևերի տարածման առումով, միգրացիոն ալիքների ինտենսիվությունն ու տեղաշարժերի դինամիկան նոր խոցելի խմբեր են ստեղծում, ինչը բարձրացնում է մարդկանց շահագործման և թրաֆիքինգի վտանգը, զոհերի սոցիալ-հոգեբանական վերականգնման ծառայությունները դեռևս պահանջում են մասնագիտական կարողությունների և տարածքային հասանելիության խորացում։

Նախագծով նախատեսվում է հաստատել 2026-2028 թվականների ընթացքում իրականացվելիք համապարփակ գործողությունների փաթեթ, որը կուղղվի թրաֆիքինգի և շահագործման կանխարգելմանը, տուժածների նույնացման և աջակցության համակարգի արդյունավետության բարձրացմանը, պետական մարմինների և գործընկեր կառույցների կարողությունների ամրապնդմանը։

Ծրագիրը նախատեսում է զարգացնել պետական մարմինների, տեղական ինքնակառավարման մարմինների, աջակցության կենտրոնների և քաղաքացիական հասարակության կառույցների փոխգործակցության մեխանիզմները, ապահովել ոլորտային մասնագետների շարունակական վերապատրաստումների իրականացում և մասնագիտական կարողությունների զարգացում, ընդլայնել զոհերի համար մատչելի սոցիալական, հոգեբանական և իրավական ծառայությունների շրջանակը, խթանել հանրային իրազեկման նոր մեթոդների կիրառումը՝ թիրախավորելով բարձր ռիսկային խմբերին, ամրապնդել միջգերատեսչական և միջազգային համագործակցությունը՝ կանխարգելման և հետաքննության արդյունավետության բարձրացման նպատակով։
