Երեկ հաստատվեց տեղեկությունը, որ Նիկոլ Փաշինյանը փոխատեղումներ է նախատեսել Ներքին գործերի նախարարությունում։ Ներքին գործերի նախարարի առաջարկությամբ և վարչապետի որոշմամբ՝ Կամո Ցուցուլյանը նշանակվել է ոստիկանության պետ — ՆԳ նախարարի տեղակալ, ոստիկանապետ Արամ Ղազարյանն էլ նշանակվել է փրկարար ծառայության պետ — ներքին գործերի նախարարի տեղակալ։ Ըստ էության, երկու ոստիկաններին տեղերով փոխել են։ Մինչ հանրությունը փորձում է հասկանալ պատճառը, թե ինչու են ոստիկանապետին տարել փրկարար ծառայության պետի պաշտոնին, ՓԾ պետին էլ բերել ոստիկանության պետի պաշտոնին, ՔՊ մեր աղբյուրի փոխանցմամբ՝ այս փոխատեղումը վաղուց էր նախատեսվում։
Ավելին, Փաշինյանն ի սկզբանե մտադիր է եղել հեռացնել ոստիկանապետ Արամ Ղազարյանին, քանի որ վերջինս բավարար չափով չի կարողանում իրականացնել վարչապետի քմահաճույքները։ Ի տարբերություն բավականին փափուկ Արամ Ղազարյանի, որն այնքան էլ մեծ հեղինակություն չի վայելում ոստիկանության համակարգում, Ցուցուլյանը հին ոստիկան է, բավականին կոշտ և, ըստ էության, հենց ինքն է առաջարկել Նիկոլ Փաշինյանին, որ կարող է բռի մեջ պահել ոստիկանական համակարգը, հատկապես խորհրդարանական ընտրություններից առաջ, երբ իրավապահ համակարգը ավելի ու ավելի շատ է ներքաշված լինելու ընդդիմադիրների դեմ տարբեր գործողություններում։ Եվ Փաշինյանին հարկավոր է մեկը, որ ավելի կոշտ կլինի ընդդիմության դեմ արշավանքներում։ Ավելին, Փաշինյանը այլ թեկնածուներ է ունեցել փրկարար ծառայության պետի պաշտոնի համար, բայց և որոշել է նշանակել Արամ Ղազարյանին։
Մեր աղբյուրը նշեց, որ Ղազարյանը բավականին անտրամադիր է եղել այս փոփոխությունից և չի ցանկացել լքել ոստիկանության պետի պաշտոնը, բայց և ստիպված է եղել համակերպվել, քանի որ այլ տարբերակ պարզապես չի ունեցել։
