Ազգային ժողովը երեկ միանգամից երկու արտահերթ նիստ է գումարել՝ աղմկահարույց և խնդրահարույց հերթական օրենքն անցկացնելու համար՝ ընտրություններին դիտորդների մասնակցության դեմ։ Նիստը սկսելուց առաջ «Հայաստան» խմբակցությունը բոյկոտեց այն՝ լքելով նիստերի դահլիճը, իսկ «Քաղաքացիական պայմանագիրը», որը սահմանադրական մեծամասնություն ունի խորհրդարանում, առանց առանձնակի լուրջ ջանքերի ընդունեց այս օրենքը, որը նպատակ ունի ընտրությունները դիտարկելու հնարավորությունից զրկել բազմաթիվ կառույցների, որոնք հանդես են գալիս հակաիշխանական դիրքերից։
Ըստ իշխանական պատգամավոր Արուսյակ Ջուլհակյանի՝ գործող կարգավորումներով հստակ չեն այն մեխանիզմները, որոնք կարող են կիրառվել, երբ խախտվում է քաղաքական զսպվածության պահանջը։ Սովորաբար դիտորդական առաքելություններ Հայաստանում իրականացնում են կամ հասարակական կազմակերպությունները, կամ էլ ընդդիմադիր միավորումները, որոնք փորձում են ապահովել ընտրությունների վերահսկողությունը, թափանցիկությունը, թույլ չտալ խախտումներ։ Հասարակական կազմակերպությունները՝ Արևմուտքից ֆինանսավորվող, ըստ էության, դարձել են գործող իշխանությունների կամակատարները, և շատ դեպքերում հիմնական խախտումներին ուշադրություն չեն դարձնում։
Հատկապես Վաղարշապատի ընտրություններից հետո, երբ մի քանի դիտորդական կազմակերպություններ փաստեցին, որ իշխանությունը տոտալ կեղծիքների է գնացել, այժմ փորձում են օրենքով հիմքեր ստեղծել այդ կառույցներին առաքելությունից զրկելու և նրանց ընտրատեղամասեր թույլ չտալու համար։ Ըստ էության՝ 24-ժամյա ռեժիմով քննարկելով՝ մի քանի ժամում արագ անցկացրեցին օրենքի նախագիծը՝ ուղարկելով նախագահ Խաչատուրյանին ստորագրելու։ Թերևս կասկած չկա, որ հանրապետության նախագահի պաշտոնը զբաղեցնող անձը անպայման ստորագրելու է այդ օրինագիծը։ Իսկ Հայաստանը հերթական անգամ գլորվելու է դեպի բռնապետություն, ուր էլ նրան քարշ է տալիս փաշինյանական իշխանությունը։
