Երբ ժողովրդավարությունը դառնում է պատրվակ

Ժողովրդավարական արժեքների մասին բարձրաձայն խոսողներն այսօր լռում են այն պահին, երբ այդ նույն արժեքները կոպտորեն խեղաթյուրվում են Հայաստանի ներսում։ Ինչքան մոտենում են ընտրությունները, այնքան իշխող քաղաքական ուժը փորձում է ընտրական խաղի կանոնները հարմարեցնել սեփական քաղաքական շահերին՝ ստեղծելով իր քիմքին համապատասխան ընտրական օրենսգիրք։
Ժողովրդավարական ուղի ընտրած լինելու մասին հայտարարող իշխանությունը, հենվելով Եվրոպայում ընթացող քննարկումների վրա կամ օգտվելով եվրոպական լռությունից, փորձում է ամեն կերպ ապահովել սեփական վերարտադրությունը՝ փակելով մրցակցային դաշտը և սահմանափակելով վերահսկող մեխանիզմները։
2026 թվականի խորհրդարանական ընտրություններից ընդամենը մի քանի ամիս առաջ իշխող ուժը հրատապ ռեժիմով ընդունեց փոփոխություններ, որոնք ուղղակիորեն վերաբերում են ընտրական գործընթացի վերահսկմանը։ Նոր կարգավորմամբ սահմանվում է, որ ընտրությունների ընթացքում քաղաքական չեզոքություն չպահպանելու դեպքում դիտորդական առաքելություն իրականացնող կազմակերպությունները կարող են զրկվել հավատարմագրումից։ Այս մոտեցումը լուրջ հարցեր է առաջացնում ոչ միայն բովանդակային, այլև իրավական և քաղաքական տեսանկյունից՝ հատկապես հաշվի առնելով ընդունման արագացված ընթացակարգը և հանրային քննարկումների բացակայությունը։
Գործող իշխանությունները իրենց քայլերը փորձում են հիմնավորել Եվրոպական միությունում ընտրությունների վրա արտաքին ազդեցությունների վերաբերյալ ընթացող քննարկումներով՝ այդ թեման օգտագործելով որպես ներքին ճնշումների արդարացում։ Այս տրամաբանությամբ ցանկացած քննադատություն կամ դիտորդական ակտիվություն կարող է ներկայացվել որպես քաղաքական կողմնակալություն և, ըստ այդմ, վերածվել պատժելի արարքի։
Այս մեխանիզմի կիրառմամբ իշխանությունը փաստացի լռեցնում է ոչ միայն դիտորդական կազմակերպություններին, այլև ընդհանրապես ընդդիմադիր ձայները՝ ընտրություններից առաջ ամրացնելով վերահսկողությունը և մաքրելով քաղաքական դաշտը անցանկալի դերակատարներից։ Արտաքուստ դա ներկայացվում է որպես ժողովրդավարության պաշտպանություն, մինչդեռ իրականում գործ ունենք ընտրովի մոտեցման և վերահսկողության գործիքների թուլացման հետ։
Թեև այս ամենը փորձ է արվում արդարացնել եվրոպական քննարկումներով, իրական արդյունքը հակառակն է։ Նման քայլերը ոչ թե պաշտպանում են ժողովրդավարությունը, այլ աստիճանաբար ամրապնդում են բռնատիրական կառավարման մոդելը՝ ուղղակիորեն հակադրվելով այն արժեքներին, որոնք Եվրոպական միությունը տարիներ շարունակ հայտարարում է որպես իր արտաքին քաղաքականության հիմք։
Արդյունքում Հայաստանում շարունակվում են քաղաքական և քաղաքացիական սահմանափակումները, որոնք մասամբ ստանում են լռելյայն հավանություն կամ անուղղակի արդարացում արտաքին հարթակներում։ Իսկ ժողովրդավարական արժեքների հիմնադիրները, որոնց անունից այս ամենը ներկայացվում է, շարունակում են լռել...
