Անարդար պայմաններ տելեկոմների համար. վճարահաշվարկային ընկերությունները մինչև 400% ավելի բարձր միջնորդավճար են պահանջում

Հայաստանի հեռահաղորդակցության շուկայում վերջին օրերին ծագած լարվածությունը, որն ավարտվեց վճարահաշվարկային մի շարք ընկերությունների հետ պայմանագրերի խզմամբ, իրականում ձևավորվել է ամիսներ տևած անհամաձայնությունների արդյունքում։ Խնդրի առանցքում միջնորդավճարների չափն է, որը, շուկայի ներսում առկա տեղեկությունների համաձայն, երկար ժամանակ անհամաչափ բարձր է եղել հատկապես կապի օպերատորների համար։
Փետրվարի 1-ից Viva, Team Telecom Armenia և Ucom ընկերությունների ծառայությունների վճարումն այլևս հնարավոր չէ իրականացնել Telcell, EasyPay և այլ համակարգերի միջոցով։ Պաշտոնապես կողմերը խոսում են համագործակցության պայմանների շուրջ անհամաձայնության մասին, սակայն իրական պատկերը, ըստ «Փաստ»-ի աղբյուրների, շատ ավելի կոնկրետ է։
Մասնագիտական շրջանակների գնահատմամբ՝ վճարահաշվարկային ընկերությունները կապի օպերատորներից պահանջել են միջնորդավճարներ, որոնք որոշ դեպքերում մինչև 4 անգամ գերազանցել են այն սակագները, որոնք նույն համակարգերը կիրառում են, օրինակ, կոմունալ ծառայությունների համար։ Այս տարբերությունը երկար ժամանակ օպերատորների կողմից դիտարկվել է որպես շուկայական անհավասարակշռություն, որը խաթարում է մրցակցային միջավայրը և ստեղծում անհիմն ֆինանսական բեռ։
Կապի օպերատորները, ըստ իրենց հրապարակային հայտարարությունների և «Փաստ»-ի տեղեկությունների, առաջարկել են միջնորդավճարները համապատասխանեցնել շուկայում գործող համադրելի սակագներին՝ անգամ քննարկելով փուլային նվազեցման տարբերակները։ Սակայն վճարահաշվարկային ընկերությունները մերժել են այդ առաջարկները՝ առանց տնտեսապես հիմնավորված բացատրությունների կամ հակադարձ տարբերակների ներկայացման։
Օպերատորների շրջանակներում չեն թաքցնում, որ հատկապես մտահոգիչ է վճարահաշվարկային շուկայի մի քանի խոշոր խաղացողների համաժամանակյա և նույնաբովանդակ մերժումը, ինչը, ըստ նրանց, կարող է դիտարկվել նաև որպես մրցակցային դաշտում խնդրահարույց վարքագիծ։ Այս համատեքստում ուշագրավ է, որ վճարային ընկերությունները հայտարարում են մրցակցության հանձնաժողովին դիմելու մասին, սակայն առայժմ չեն հրապարակում, թե ինչու են հեռահաղորդակցության ոլորտի համար կիրառվել էապես ավելի բարձր տոկոսներ, քան այլ խոշոր ծառայությունների դեպքում։
Թեև ժամանակավորապես փոփոխության հետևանքները զգում են բաժանորդները, ոլորտի ներսում համոզված են, որ հարցի արմատը սպառողի շահերի մեջ չէ, այլ տարիներ շարունակ ձևավորված ֆինանսական պայմանների վերանայման անհրաժեշտության։ Այս իմաստով, տեղի ունեցողը դիտարկվում է ոչ թե պարզապես տեխնիկական վեճ, այլ հեռահաղորդակցության ոլորտի փորձ՝ վերականգնելու շուկայական արդար հավասարակշռությունը։
