Գազի գին. առևտուր սեփական արժույթներով

Եվրասիական տնտեսական հանձնաժողովի խորհրդի փետրվարի 12-ին կայացած նիսում որոշում է կայացվել հաստատել ԵԱՏՄ տարածքում գազի ընդհանուր շուկա ձևավորելու հայեցակարգը: Իրականում հայեցակարգի ընդունումը երկարատև գործընթացի մի փուլն է միայն: Առջևում համապատասխան մեխանիզմների մշակման, իրավական հենքի մշակման, ծրագրերի նախագծման բավականին ծանր ու երկարատև աշխատանքն է, որը, համաձայն պայմանավորվածության, պետք է ավարտվի մինչև 2025թ.: Չնայած այս համեմատաբար երկար ժամանակահատվածին, կարսղ ենք ասել, որ գործընթացի մեկնարկը տրված է:
Past.am-ի հետ զրույցում տնտեսագետ Կառլեն Խաչատրյանը նշեց, որ ԵԱՏՄ բոլոր երկրների տնտեսությունների համար էներգակիրներն առանցքային դերակատարում ունեն. երկրների մի մասի համար դրանք եկամտի մեծ աղբյուր է, մյուսների համար ապրանքների գնագոյացման տեսանկյունից է ոլորտը կարևորվում: «Այդուհանդերձ, միասնական շուկայի ձևավորումը հնարավորություն կտա լուծել գազի հասանելիության խնդիրը, կնպաստի ԵԱՏՄ տարածքում գազի տեղափոխման հնարավորությունների ընդլայնմանը, ինչպես նաև կհանգեցնի անդամ-երկրների ածխաջրածինների վերամշակման և օգտագործման ներուժի բարձրացմանը: Միասնական շուկայի շնորհիվ առավել սերտ համագործակցություն կհաստատվի ԵԱՏՄ երկրների միջև, ինչն էլ իր հերթին կհանգեցնի տնտեսության մրցունակության բարձրացմանը: Անշուշտ, ընդհանուր շուկան, ի թիվս այլ առավելությունների, ենթադրում է նաև երկրների միջև գազի առևտրում փոխադարձ հաշվարկների համար օգտագործել ազգային արժույթները: Հատկանշական է այն հանգամանքը, որ դեռևս նախորդ տարվա սեպտեմբերին հենց հայկական կողմն էր առաջինը հանդես եկել նախաձեռնությամբ՝ ԵԱՏՄ տարածքում էներգակիրների առևտուրը ազգային արժույթով իրականացնելու: Եթե ժամանակագրորեն դիտարկենք, ապա ՀՀ վարչապետի առաջարկից մոտ մեկ ամիս անց՝ 2015թ. հոկտեմբերին, ՌԴ նախագահն իր ելույթում ևս շեշտեց էներգակիրների առևտրում ազգային արժույթների կիրառման կարևորության և այդ ուղղությամբ քայլեր ձեռնարկելու անհրաժեշտության մասին»,- նշեց Կ. Խաչատրյանը:
Նրա խոսքով՝ ճիշտ է, գազի առևտուրը ազգային արժույթով իրականացնելը որոշ իմաստով ռիսկային տարր իր մեջ պարունակում է՝ հաշվի առնելով ԵԱՏՄ անդամ-երկրների էներգետիկ ոլորտում առկա իրավիճակը, հիմնական դերակատարում ունեցող ընկերւթյունների բիզնես շահերը և այլն, սակայն մյուս կողմից էլ տնտեսական ինտեգրացիան պահանջում է գնալ այս քայլին՝ առաջին հերթին հենց անդամ-երկրների տնտեսության մրցունակությունն ու այլ արժույթներից կախվածությունը թուլացնելու նկատառումներից ելնելով: Տնտեսագետի կարծիքով՝ առաջիկայում դեռ երկար ու բարդ ճանապարհ է սպասվում, լուծումները հեշտ չեն տրվելու, բայց առանց նման համակարգային որոշումների ԵԱՏՄ-ն կենսունակ լինել չի կարող:
