Արտակարգ իրավիճակների ծառայություն. բարեփոխումների հայեցակարգ՝ քայլ առ քայլ

Հայաստանը գտնվում է արտակարգ իրավիճակների բարձր ռիսկայնությամբ աշխարհագրական գոտում, և անհրաժեշտ է մշտապես ունենալ համարժեք պատրաստվածություն, կանխարգելման և արձագանքման համարժեք համակարգեր։ «Առաջարկ Հայաստանին» նախագծի շրջանակներում ներկայացնում ենք քայլեր, որոնց իրականացումը թույլ կտա կարճ ժամանակում էապես ուժեղացնել արտակարգ իրավիճակների կառավարման ոլորտը։

1. Վերականգնել Արտակարգ իրավիճակների նախարարությունը՝ որպես ժամանակի ընթացքում կայացած արդյունավետ համակարգ։

2. Էապես բարձրացնել փրկարարի կարգավիճակը. սոցիալական երաշխիքներ, փրկարարի մասնագիտության հանդեպ հանրային հարգանքի և պատկառանքի ձևավորում։

3. Բացառել փրկարարական ծառայության օգտագործումը ներքաղաքական գործընթացներում։

4. Համակարգ վերադարձնել պրոֆեսիոնալներին. խոսքն այն մասնագետների մասին է, որոնք ինչ-ինչ պատճառներով հեռացել կամ անարդարացիորեն հեռացվել են համակարգից։

5. Փրկարարական ծառայություններում կարևորել կանանց դերը և մասնակցությունը։

6. Բացառել կոչումների անարդար տրամադրումը։

7. Սոցիալական ապահովության երաշխիքներ. հաշվի առնելով պետության և հասարակության համար փրկարարների աշխատանքի բացառիկ կարևորությունը՝ պետությունը (մասնավորի հետ համագործակցությամբ) պետք է ունենա բնակարանային ապահովության ծրագիր, որի շրջանակներում ամեն տարի սահմանված քանակով աշխատակիցներ պետք է ստանան բնակարաններ։ Նույնը վերաբերում է ընտանիքների ապահովության մյուս բաղադրիչներին։

8. Փրկարար ծառայության աշխատակիցների համար մշտական անվճար դասընթացներ և վերապատրաստումներ՝ աշխարհի լավագույն մասնագիտական կենտրոններում։

9. Հայաստանը պետք է դառնա տարածաշրջանային առաջատար՝ փրկարար ծառայության որակով և հագեցվածությամբ։

10. ԱԻՆ վերազինում. Հայաստանում փրկարարական ծառայությունները պետք է ունենան ամենաժամանակակից, ամենավերջին տեխնիկական հագեցվածությունը՝ միջազգային համագործակցությամբ, օժանդակությամբ, պետական բյուջեի հաշվին։

11. Դրոնների փրկարարական ստորաբաժանում. ստեղծել դրոնների փոքր թիմ՝ անտառային հրդեհների հայտնաբերման, կորած մարդկանց որոնման, լեռնային փրկարարական աշխատանքների և այլ նպատակների համար։

12. Ստեղծել վերապատրաստված կամավորների ցանց մարզերում։ Նրանք կարող են օգնել որոնման աշխատանքներում, առաջին օգնության անհրաժեշտության և բնակչության տարհանման ժամանակ։

13. Հասարակության բոլոր սոցիալական և տարիքային խմբերի հետ պետք է անցկացնել քաղպաշտպանության ոլորտում իրազեկման և պատրաստվածության բարձրացման մշտական աշխատանք։ Բոլոր համակարգերը՝ կրթական հաստատություններից սկսած, պետք է գտնվեն ակտիվ, դինամիկ պատրաստման պրոցեսում՝ հատուկ ուղեցույցների, իրազեկման արշավների միջոցով, պատրաստ՝ արձագանքելու բոլոր հնարավոր արտակարգ իրավիճակներին։
