Փաշինյանը որոշել է. Սահմանադրությունից կհանեն Անկախության հռչակագիրը

Հայաստանի նոր Սահմանադրության մեջ Անկախության հռչակագրին հղում պետք է չլինի։ Կառավարության նիստից հետո այդ մասին ճեպազրույցի ժամանակ հայտարարել է Նիկոլ Փաշինյանը։ Պատճառաբանությունը, որ բերել է վարչապետի պաշտոնը զբաղեցնող անձը, ցնցող է։ «Ասեմ ինչու, քանի որ Անկախության հռչակագիրը կառուցված է կոնֆլիկտի տրամաբանության վրա։ Մենք չենք կարող կոնֆլիկտի տրամաբանությամբ գնալ և անկախ պետություն կառուցել»,– հայտարարել է Փաշինյանը` ավելացնելով, որ իր համար անընդունելի է, երբ մասնակցում է պատարագի, որի ժամանակ տեքստից շեղվում են և հղում են անում Արցախի Հանրապետությանը։
Նրա գնահատմամբ` սա նշանակում է կոնֆլիկտ, և ամեն նման նախադասությունը նշանակում է պատերազմի կոչ։ «Երբ ամեն անգամ խորանից կամ որևիցե ամբիոնից ասում են Արցախի Հանրապետություն, դա պատերազմի ճանապարհին ոտք դնել է։ Ու ամեն անգամ նման դեպքերում էլ Ադրբեջանն իր խոսույթն է զարգացնում…Երբ ասում են վերադարձ, ի՞նչ վերադարձի մասին է խոսքը…Կա՞ փախստականների վերադարձի թեմա, Ադրբեջանն էլ ամեն անգամ նույն թեման է առաջ քաշում։ Այդ թեմաները զարգանալով` բախվելու են իրար ու դառնան պատերազմ»,– ասել է նա։
Օրերս արդարադատության նախարար Սրբուհի Գալյանը հայտարարել էր, որ Սահմանադրության տեքստի նախագիծը մարտին կհրապարակվի։ «Տեքստը գրեթե պատրաստ է։ Տեքստը հրապարակվելու է այն ցանկությամբ, որ կարծիքներ լինեն փոփոխության համար։ Այսինքն, բաց ենք լինելու յուրաքանչյուր առաջարկի առաջ»,-ասել է նախարարը։ Նրա խոսքով՝ դեռ չի քննարկվել և պատրաստ չէ նախաբանը, առաջին գլուխը. «2-րդ և 3-րդ գլուխները միավորել ենք՝ դարձնելով մեկ գլուխ, որը նշանակում է, որ պետության պոզիտիվ պարտականությունը պաշտպանելն է քաղաքացիների իրավունքները. Պետությունը ավելի մեծ բեռ է պատրաստ վերցնել»,-ասել էր Սրբուհի Գալյանը։ Նախարարը հավելել էր, որ սահմանադրությունից հռչակագիրը հանելու հետ կապված դեռ որոշում չկա։
Որոշում, ինչպես պարզվեց կա և այն կանխատեսելի էր ի սկզբանե։ Փաշինյանը Ադրբեջանի քիմքին հաճո Սահմանադրություն է գրում, որը, իհարկե, անցնելու որևէ շանս չունի, եթե գործող իշխանությունը տոտալ կեղծիքներ ու լցոնումներ չանի՝ հանրաքվեի համար անհրաժեշտ 50 տոկոս+1 մասնակցություն ցուցադրելու համար։ Իր այս հայտարարությամբ Փաշինյանը անև հերթական անգամ ազդակ է հղում Ադրբեջանին, որ կատարում է նրա կամքը։
