ԱՄՆ հետախուզությունն անկանխատեսելի է համարում ՀՀ Սահմանադրության ընդունումը

ԱՄՆ Ազգային հետախուզության տնօրենի գրասենյակը գաղտնազերծել է ԱՄՆ հետախուզական համայնքի 2026 թ. «Տարեկան սպառնալիքների գնահատում» զեկույցը։ Այնտեղ հատուկ տեղ է հատկացված Հայաստանին։ Որպես դրական առաջընթաց նշելով խաղաղության պայմանագրի նախաստորագրումը, Վաշինգտոնում ընդունված հռչակագիրը՝ ԱՄՆ հետախուզական համայնքը, սակայն, վտանգներ է տեսնում։ «Խաղաղության համաձայնագրի վերջնական կնքման ճանապարհին դեռևս կան խոչընդոտներ։
Օրինակ՝ նախագահ Ալիևը շարունակում է պնդել, որ Հայաստանը պետք է փոխի իր սահմանադրությունը՝ հեռացնելով այն հղումը, որը նա բնութագրում է որպես Լեռնային Ղարաբաղը Հայաստանի մաս ներկայացնող ձևակերպում։ Այդ քայլը կպահանջի Հայաստանում սահմանադրական հանրաքվեի անցկացում, որի արդյունքը երաշխավորված չէ»։ Որ նոր Սահմանադրության ընդունումը խնդրահարույց է, վաղուց հասկացել են նաև ՀՀ գործող իշխանությունները, այլապես չէին որոշի հանրաքվեն առանձին անցկացնել՝ խորհրդարանական ընտրություններից հետո։ Հիմնական խնդիրը, իհարկե, նոր Սահմանադրությունից Անկախության հռչակագրին հղումը հանելն է, իսկ ՀՀ քաղաքացիների մեծ մասը կտրականապես դեմ է այս զիջմանը։
Փաշինյանն այսօր էլ՝ կառավարության նիստից հետո հայտարարել է, թե Անկախության հռչակագրի և մեր սահմանադրության խնդիրը մեր ներքին խնդիրն է, մեր ներքին օրակարգի հարց է։ «Դա անհրաժեշտ է՝ մեզ աշխարհում ճիշտ դիրքավորելու համար»,- ասել է նա և հավելել. «Անկախության հռչակագիրը կոնֆլիկտի հռչակագիր է և արդյունքում՝ կախվածության հռչակագիր է։ Եվ ես առաջիկայում գուցե նաև տեքստի վերլուծությամբ ցույց կտամ այդ ամենը»։ Իշխանությունն այժմ խնդիր ունի ամեն գնով համոզելու հասարակությանը, որ Սահմանադրության ընդունումն անհրաժեշտություն է, հակառակը՝ նոր պատերազմի սկիզբ կարող է դառնալ։ Իսկ դրա համար նախ հարկավոր է, որ Փաշինյանը ու իր թիմը նախ հաղթեն խորհրդարանական ընտրություններում, այն էլ՝ սահմանադրական մեծամասնություն ստանալով։ Դա արդեն ֆանտաստիկայի ժանրից է։
