Մոսկվան կտրուկ մերժել է երկաթուղու կոնցեսիայի վաճառքը

Երևանի հայտարարությունները՝ «Հարավկովկասյան երկաթուղի» ընկերության հետ կոնցեսիոն պայմանագիրը դադարեցնելու անհրաժեշտության մասին, տարօրինակ են թվում։ Այս մասին լրագրողներին հայտնել է Ռուսաստանի Անվտանգության խորհրդի փոխքարտուղար Ալեքսեյ Շևցովը։ «Հայկական կողմի պնդումները, թե ՀԿԵ-ի կողմից հայկական երկաթուղիների կոնցեսիոն կառավարումն իբր «որոշակի մրցակցային կորուստներ է ստեղծում» հանրապետության համար, և այդ կոնցեսիան երրորդ երկրներին փոխանցելու առաջարկները, մեղմ ասած, տարօրինակ են», - ասել է նա՝ հավելելով, որ պայմանագիրը ժամանակին կնքվել է հայկական կողմի համար առավելագույնս շահավետ պայմաններով։
«Նախնական գնահատականներով՝ նոր կոնցեսիոն գնորդները պետք է վճարեն առնվազն 250 միլիոն դոլար՝ իրավունքների ձեռքբերման և փոխհատուցման համար, տարեկան մոտ 40 միլիոն դոլար հատկացնեն շահագործման ծախսերին, ներդնեն շուրջ 400 միլիոն դոլար՝ Իջևանի վնասված հատվածի վերականգնման, ևս 200 միլիոն դոլար՝ Վանաձոր-Ֆիոլետովո հատվածի կառուցման համար։ Բացի այդ, մոտ 40 միլիոն դոլար կպահանջվի Թուրքիայի և Նախիջևանի Ինքնավար Հանրապետության հետ սահմանամերձ հատվածների վերականգնման համար», - մանրամասնել է նա։
Շևցովն անդրադարձել է նաև ԵԱՏՄ-ից Հայաստանի հնարավոր դուրս գալու վերաբերյալ քննարկումներին։ Ըստ նրա՝ հայկական երկաթուղային ցանցում բեռնափոխադրումների ներկայիս ծավալներն ու աճի հեռանկարներն անորոշ են, մինչդեռ ԵԱՏՄ-ից Հայաստանի դուրս գալու դեպքում դրանց նվազումն անխուսափելի կլինի։ Փաշինյանական իշխանությունը շարունակում է ձեռքերը տաքացնել «Հարավկովկասյան երկաթուղու» կոնցեսիոն պայմանագիրը խզելու հարցում՝ տարբեր կողմերի հետ բանակցություններ վարելով և փորձելով Ռուսաստանին դնել վատ դրության մեջ։
Ռուսաստանի Անվտանգության խորհրդի մակարդակով էլ Փաշինյանին մերժում են, նշելով, որ մտադիր չեն վաճառել երկաթուղու կոնցեսիան։ Իհարկե, Փաշինյանը կարող է խորհրդարանական ընտրություններից հետո գնալ է կոշտ ճանապարհով, փորձելով խլել ընդհանրապես կոնցեսիան և հանձնելով իրեն բարեկամ որևէ երկրի, բայց և ակնհայտորեն Ռուսաստանի կողմից հնչող այս զգուշացումները չափազանց վտանգավոր շերտեր են պարունակում, և գործող իշխանություններն իրենք էլ հասկանում են, որ դ արդեն հարաբերությունների լիակատար ավարտ կարող է նշանակել։ Ռուսաստանը մտադիր չէ հետքայլ կատարելու։
