Գործադիրը հավանության է արժանացրել և անհետաձգելի համարել «Հայաստանի Հանրապետության հարկային օրենսգրքում լրացումներ և փոփոխություններ կատարելու մասին» և «Պետական տուրքի մասին» օրենքում լրացումներ և փոփոխություններ կատարելու մասին» օրենքների նախագծերին:

Ինչպես հայտնի է, բանկերի կողմից կատարվող ֆինանսական գործարքների ու գործառնությունների գերակշիռ մեծամասնությունն ազատված է ԱԱՀ-ից: Մյուս կողմից, 2020 թվականի հաշվետու տարվանից սկսած՝ նվազեցվել է շահութահարկի դրույքաչափը 2 տոկոսային կետով, ինչպես նաև 2020 թվականի հունվարի 1-ից հանվել են եկամտային հարկի 28 և 36 տոկոս դրույքաչափերը և սահմանվել է մեկ միասնական՝ 23 տոկոս դրույքաչափ, որից հետո այն մինչև 2023 թվականը աստիճանաբար նվազեցվել է 3 տոկոսային կետով և սահմանվել է 20 տոկոս: Բացի այդ, որոշ դեպքերում նվազեցվել է նաև շահաբաժինների նկատմամբ կիրառվող հարկային բեռը: Հարկման դրույքաչափերի նշված նվազեցումների հիմնական նպատակը ուղղակի հարկերի գծով բեռի նվազեցման միջոցով տնտեսության արտահանելի ճյուղերի ծախսերի նվազեցումը և արտաքին շուկաներում մրցունակության բարձրացումն է: Արդյունքում, բանկային ոլորտը, որն, ըստ էության, ազատված է ԱԱՀ-ից և նաև չի հանդիսանում ամբողջությամբ արտահանելի ոլորտ, օգտվել է ուղղակի հարկերի նվազեցման քաղաքականությունից:

Օրենքների նախագծերի ընդունման նպատակը բանկային ոլորտի համար հիմնավորված հարկային բեռի սահմանումը և հարկման արդյունավետ կարգավորումների ներդրումն է: Միաժամանակ, փաթեթի ընդունման նպատակը բանկերի համար ֆոնդային բորսաներում ցուցակման լրացուցիչ տնտեսական խթանների ձևավորումն է: Օրենքների ընդունմամբ ակնկալվում է բարձրացնել բանկերի կողմից վճարվող շահաբաժինների հարկման դրույքաչափերը և սահմանել խթաններ բանկերի կողմից բաժնետոմսերը ֆոնդային բորսաներում ցուցակելու համար:

Անդրադառնալով օրենքների նախագծերի ընդունմանը, վարչապետն ուրախությամբ արձանագրել է. «Վերջերս փոքր բիզնեսի համար անկանխիկ առևտրի միջնորդավճարների նվազում է տեղի ունեցել՝ բավական շոշափելի, մենք հիմա քննարկում ենք և համոզված եմ, որ առաջիկայում մենք կտեսնենք դա: Պոզիտիվ բանկային պատմություն ունեցող փոքր և միջին ձեռնարկատերերի համար տոկոսների որոշակի անկում տեղի կունենա, շոշափելի և որոշակի կառուցակարգերով, և իհարկե, մենք քաջալերում ենք բանկային համակարգին, որպեսզի հաստատված խաղաղությունը ավելի տեսանելի ձևով արտահայտվի բանկային տոկոսների վրա»:
