«Փաստ» օրաթերթը գրում է.
Էկոնոմիկայի նախարարությունը հանրային քննարկման է ներկայացրել «63 և բարձր տարիքի քաղաքացիների տնտեսական ներուժի իրացման և բիզնես նախաձեռնությունների աջակցության ծրագիրը հաստատելու մասին» նախագիծը։ Դրանով առաջարկվում է սահմանել ավագ սերնդի քաղաքացիների տնտեսական ակտիվության խթանմանն ուղղված պետական աջակցության նոր գործիք։ Ծրագիրը նախատեսված է 63-72 տարեկան քաղաքացիների համար, աջակցությունը տրամադրվում է ներկայացված գործարար գաղափարների գնահատման արդյունքում ձևավորված վարկանիշային ցանկի հիման վրա, մեկ շահառուի համար նախատեսվում է մինչև երկու միլիոն դրամ աջակցություն, ծրագիրն իրականացվելու է փուլային տարբերակով՝ տարածքային առաջնահերթություններով։
Ծրագիրը միտված է ոչ միայն անհատական տնտեսական ակտիվության խթանմանը, այլև համայնքային մակարդակում տնտեսական շրջանառության աշխուժացմանը, քանի որ աջակցությունը կարող է ուղղվել տեղական պահանջարկ ունեցող փոքրածավալ արտադրական, ծառայությունների, արհեստագործական, գյուղատնտեսական, ստեղծագործական և այլ տնտեսական գործունեությունների իրականացմանը։ Այս առումով ակնկալվում է, որ ծրագիրը կնպաստի համայնքներում փոքր տնտեսական նախաձեռնությունների թվի աճին, տեղական արտադրանքի և ծառայությունների առաջարկի ընդլայնմանը, ինչպես նաև ընտանեկան և միկրոձեռնարկատիրական մոդելների զարգացմանը։
Նախագծի ընդունումը կհանգեցնի պետական բյուջեի ծախսային մասի ավելացման՝ ծրագրի իրականացման համար անհրաժեշտ ուղղակի ֆինանսական հատկացումների չափով։ Բյուջետային ազդեցության նախնական գնահատումը կատարվել է՝ հիմք ընդունելով աշխատանքի և սոցիալական հարցերի նախարարության տրամադրած վարչական տվյալները, համաձայն որոնց՝ 63-75 տարեկան անձանց թիվը կազմում է 343702 անձ։ Նշված տվյալներն օգտագործվել են որպես ծրագրի նախնական սոցիալ-ժողովրդագրական և վիճակագրական հիմք, մինչդեռ ծրագրի վերջնական շահառու խումբը սահմանվել է 63–72 տարեկան քաղաքացիները։ Ծրագրի՝ շահառուների կանխատեսվող թիվը կազմում է մոտ 1719 անձ։ Ծրագրի շրջանակում հնարավոր առավելագույն ընդհանուր բյուջետային բեռը գնահատվում է մոտ 3,4 միլիարդ դրամ։ Սակայն դրա ամբողջական իրագործումը միաժամանակ չի նախատեսվում, և փաստացի ֆինանսավորումը կիրականացվի համապատասխան բյուջետային տարիների համար նախատեսված հատկացումների շրջանակում։ 2026 թվականի համար ծրագրի իրականացման նպատակով տրամադրվող ֆինանսավորման չափը չի կարող գերազանցել երկու միլիարդ դրամը։
