ՌԴ-ն թշնամական պետությո՞ւն է համարում Հայաստանը

Ռուսաստանի ԱԳՆ նոր որոշումը կարելի է համարել արձանագրում, թե Հայաստանը թշնամական պետություն է Մոսկվայի համար։ ՌԴ ԱԳՆ մարդու իրավունքների ոլորտում բազմակողմ համագործակցության դեպարտամենտի տնօրեն Գրիգորի Լուկյանցևը հայտարարել է, թե ՌԴ քաղաքացիների ձերբակալման բարձր ռիսկ ունեցող երկրների թվին է դասվում նաև Հայաստանը։ «Շատ պետություններ ոչ միայն Եվրոպական միությունում, այլև ավելի լայն համատեքստում ունեն հանձնման, արտահանձնման որոշակի պարտավորություններ։ Այս ամենը պետք է հաշվի առնել այն ռիսկերը գնահատելիս, որոնց մարդիկ կարող են բախվել, եթե մեկնում են արտերկիր»,– ասել է Լուկյանցևը։

ՌԴ ԱԳՆ-ի հրապարակած տեղեկատվության համաձայն՝ ԱՄՆ-ի հարցումներով Ռուսաստանի քաղաքացիների ձերբակալման բարձր ռիսկ ունեցող երկրների թվին են դասվում Եվրոպայի և Լատինական Ամերիկայի մեծ մասը, ինչպես նաև Ավստրալիան, Կանադան, Հայաստանը, Իսրայելը, Մալդիվները, Հարավային Կորեան, Սինգապուրը, Թաիլանդը, Ֆիջին, Շրի Լանկան, Լիբերիան և Մարոկկոն։ Միևնույն ժամանակ նախարարությունում նշում են, որ այս ցանկը չի ներառում ԱՄՆ-ի հետ արտահանձնման պայմանագրերով կապված բոլոր երկրները։

Առաջին հայացքից Ռուսաստանի արտգործնախարարության այս որոշումը կարելի է համարել տեխնիկական նախազգուշացում, բայց Հայաստանին այս երկրների ցանկում ներառելը, ըստ էության, արձանագրում է, որ պաշտոնական Մոսկվան Հայաստանին գրեթե համարում է իրեն թշնամական պետություն, որից կարող է նման վերաբերմունք սպասել։

Հատկապես Հռոմի ստատուտի կնքումից հետո Մոսկվայում չափազանց զգուշորեն են վերաբերում Հայաստանի գործող իշխանություններին՝ համարելով դա ՌԴ նախագահի դեմ քայլ, բայց այժմ Մոսկվայից զգուշացնում են, որ Ռուսաստանի ցանկացած քաղաքացի կարող է վտանգված լինել Հայաստանի տարածքում։ Ըստ էության, սա չափազանց լրջագույն հետևանքներ ունեցող քայլ է, որը պետք է իսկապես մտահոգի Հայաստանի Հանրապետության քաղաքացիներին, քանի որ Ռուսաստանի արտգործնախարարությունը միայն նման նախազգուշացման չէ, որ բավարարվելու է։
