Կորեայի Հանրապետության իշխանությունները ցանկանում են ծանր և առանձնապես ծանր հանցագործությունների համար քրեական պատասխանատվության տարիքը իջեցնել մինչև 13 տարեկան՝ երկրում դեռահասների հանցավորության աճի ֆոնին: Այս մասին հայտնում է ՌԻԱ Նովոստի-ն՝ հղում անելով Yonhap գործակալությանը։
Գործակալության տեղեկատվության համաձայն՝ երկրի գործող օրենքների համաձայն՝ քրեական պատասխանատվությունը հասնում է 14 տարեկանից, և 14-ից 19 տարեկան հանցագործությունների մեջ մեղադրվողներին կարող է սպառնալ մինչև 15 տարի ժամկետով ազատազրկում։ Միևնույն ժամանակ, անչափահաս իրավախախտների համար, որոնց տարիքը դեռ չի հասել 14-ի, ամենախիստ պատիժը կարող է լինել ուղղիչ հիմնարկ ուղարկելը՝ մինչև երկու տարի ժամկետով։
«Կառավարության կողմից անցկացված հանրային քննարկման արդյունքներով եզրակացություն է արվել, որ անչափահաս իրավախախտների համար քրեական պատասխանատվության տարիքը պետք է իջեցնել 14-ից 13 տարեկան, բայց միայն ծանր, առանձնապես ծանր և կրկնվող հանցագործությունների դեպքում», - ասված է գործակալության նյութում։
Ինչպես նշվում է, երեքշաբթի օրը Կորեայի Հանրապետության նախարարների կաբինետում տեղի է ունեցել նիստ, որի ընթացքում գենդերային հավասարության և ընտանիքի հարցերով նախարարությունը ներկայացրել է քրեական պատասխանատվության տարիքը նվազեցնելու անհրաժեշտության վերաբերյալ հասարակական կարծիքի հարցումների արդյունքները։ Այդ հարցումները նախկինում հանձնարարել էր անցկացնել երկրի նախագահ Լի Ջե Մյոնը։
Հարցումներից մեկի արդյունքներով, որին մասնակցել են 199 մեծահասակ և 43 երիտասարդ, համապատասխանաբար 78% և 67% պստասխանողներ հանդես են եկել քրեական պատասխանատվության տարիքի լիարժեք նվազեցման օգտին՝ անկախ հանցագործության ծանրության աստիճանից։
Նախարարության կողմից անցկացված մեկ այլ նման հարցման ժամանակ հարցված 212 հարավկորեացի քաղաքացիների 46,7%-ը հանդես է եկել տարիքի մասնակի նվազեցման օգտին, բայց միայն ծանր և առանձնապես ծանր հանցագործությունների համար։
Ընդ որում, բոլոր պատասխանողների ավելի քան կեսը (55,8%) համարել է, որ քրեական պատասխանատվության տարիքը անհրաժեշտ է իջեցնել հենց մեկ տարով։
Yonhap-ի տվյալներով՝ տարիքը նվազեցնելու մտադրությունը պայմանավորված է, գլխավորապես, վերջին տարիներին դեռահասների կողմից կատարվող քրեական հանցագործությունների թվի աճով, հատկապես՝ վաղ դեռահասության տարիքում։
Գենդերային հավասարության և ընտանիքի գործերով նախարարության զեկույցի արդյունքներով, որոնք մեջբերում է գործակալությունը, 2025 թվականին ոստիկանության կողմից ձերբակալված անչափահաս իրավախախտների (10-ից 13 տարեկան) քանակը կազմել է 21,095 մարդ, ինչը մոտավորապես 2,2 անգամ ավել է 2020 թվականի համեմատ, երբ ձերբակալվել էր 9,606 մարդ։
Բացի այդ, բռնի հանցագործությունների թվի զգալի աճ է գրանցվել՝ ընդհանուր առմամբ 2,8 անգամ։ Մասնավորապես, բռնաբարության և ոտնձգությունների դեպքերի քանակն ավելացել է 1,98 անգամ, իսկ գողությունները՝ 1,97 անգամ։
