«Փաստ» օրաթերթը գրում է.

Աշխատանքի և սոցիալական հարցերի նախարարությունը հանրային քննարկման է ներկայացրել «Անկախ կյանքի կենտրոնի գործունեության կարգը և պայմանները սահմանելու մասին» նախագիծը։ Հայաստանում հաշմանդամություն ունեցող անձինք հաճախ բախվում են համայնքային կյանքում լիարժեք ներառվելու, կենցաղային ինքնուրույն հմտություններ ձեռք բերելու, կրթության և աշխատանքի շուկա մուտք գործելու դժվարությունների։ Շատ դեպքերում այս անձինք և նրանց ընտանիքները հայտնվում են մեկուսացման մեջ, ինչը հանգեցնում է նրանց տեղավորմանը շուրջօրյա խնամքի հաստատություններում: Գործող ցերեկային խնամքի կամ զարգացման կենտրոնների ծառայությունները հաճախ հատվածական են, չունեն պետական միասնական չափորոշիչներ, պարտադիր հավաստագրման մեխանիզմներ և ֆինանսավորման ճկուն համակարգ: Բացի այդ, ներդրված «e-voucher» համակարգի արդյունավետ կիրառման համար անհրաժեշտ է ունենալ հստակ չափանիշներին բավարարող կազմակերպությունների և ԱՁ-ների (Անկախ կյանքի կենտրոնների) ցանց, որոնք կկարողանան մրցակցային հիմունքներով որակյալ ծառայություններ մատուցել:

Նախագծի հիմնական նպատակն է սահմանել անկախ կյանքի կենտրոնների (ԱԿԿ) ստեղծման, պարտադիր հավաստագրման և գործունեության կազմակերպման միասնական կարգը: Նախագծով սահմանվում է հավաստագրման գործընթացը: Կազմակերպությունները և անհատ ձեռնարկատերերը կարող են ծառայություններ մատուցել միայն աշխատանքի և սոցիալական հարցերի նախարարության սահմանած պահանջներին (այդ թվում՝ ֆիզիկական մատչելիության, մասնագիտական կազմի, անվտանգության) բավարարելու և համապատասխան հավաստագիր ստանալու դեպքում: Կարգավորվում է դիմումների ընդունման, անձի կարիքի բազմամասնագիտական գնահատման և անհատական սոցիալական միջամտության ծրագրի կազմման գործընթացը։ Սահմանվում են տրամադրվող ծառայությունների (հոգեբանական, հատուկ մանկավարժական, կենցաղային հմտությունների զարգացման, մասնագիտական կողմնորոշման և այլն) հստակ շրջանակն ու ծավալները: Միևնույն ժամանակ, ամրագրվում են ֆինանսավորման կառուցակարգերը՝ դրամաշնորհային հատկացում (ՊՈԱԿ-ներին), պետական գնում և փոխհատուցում պետական հավաստագրերի միջոցով: Սահմանվում են ծառայությունների մշտադիտարկման, հաշվետվողականության և շահառուների իրավունքների պաշտպանության արտադատական բողոքարկման ընթացակարգերը։

Նախագծի ընդունմամբ կստեղծվի հաշմանդամություն ունեցող անձանց անկախ կյանքի աջակցության վերահսկելի համակարգ։ Արդյունքում կապահովվի հաշմանդամություն ունեցող անձանց անկախ ապրելու հմտությունների զարգացումը և համայնքային կյանքին լիարժեք մասնակցությունը, ընտանիքներին մասնագիտական ու հոգեբանական աջակցության տրամադրումը, սոցիալական պաշտպանության խնամքի հաստատություններում գտնվող անձանց ապաինստիտուցիոնալացման գործընթացի արագացումը և հաստատություններ նրանց մուտքի կանխարգելումը։
