«Փաստ» օրաթերթը գրում է.

Աշխատանքի և սոցիալական ապահովության նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել կառավարության 2019 թվականի ապրիլի 4-ի թիվ 397-Ն որոշման մեջ։

2013 թվականի հունվարի 1-ից Միասնական սոցիալական ծառայությունում ներդրվել է Կենսաթոշակառուների հաշվառման միասնական տեղեկատվական համակարգը։ Կենսաթոշակների և պետական նպաստների (ծերության, հաշմանդամության և կերակրողին կորցնելու դեպքում) նշանակման (իրավունքի և վճարման դադարեցման) վերահաշվարկման համար շահառուի ներկայացվող անհրաժեշտ (թղթային կրիչով) փաստաթղթերը տեսաներածվում են ՏՀ և վերադարձվում դիմումատուին: Տեսաներածված փաստաթղթերի հիմքով կազմվում է էլեկտրոնային կենսաթոշակի (նպաստի) գործ: Ընդ որում՝ 2013 թվականից ի վեր ՏՀ-ի արդիականացման, լավարկման, ինչպես նաև տեղեկատվական հոսքերի կառավարման ենթահամակարգերի ներդրման արդյունքում կենսաթոշակի, նպաստի նշանակման, վճարման, վերահաշվարկման և անհրաժեշտ այլ գործողությունների համար օգտագործվում են նաև հասանելի էլեկտրոնային տվյալներ: Տեղեկատվական համակարգի ներդրումից հետո մինչև 2013 թվականի հունիսի 1-ը նշանակված կենսաթոշակների գործերից հաշմանդամության, երկարամյա ծառայության, մասնակի և կերակրողին կորցնելու դեպքում նշանակված կենսաթոշակի գործերը նույնպես տեսաներածվել են համակարգ: Այսպիսով, խնդրահարույց է դառնում (մինչև 2013 թվականը նշանակված գործերի) նշված խմբի շահառուների կենսաթոշակ ստանալու իրավունքը դադարեցնելուց հետո թղթային կրիչով գործերը միայն 10 տարի պահպանելուց հետո ոչնչացնելու գործող իրավակարգավորումը: Նույնական խնդիր առկա է նաև «Անձի ֆունկցիոնալության գնահատման» համակարգում, որտեղ էլեկտրոնային տեղեկատվական տվյալների հաշվառման «Փյունիկ» և «e-disability» համակարգերի շահագործմանը զուգահեռ պահպանվում են թղթային կրիչներով արխիվային տվյալներ: Միաժամանակ, հիվանդանոցային պայմաններում բժշկական օգնություն և սպասարկում ստացող պացիենտների հիվանդության պատմագրերի պահպանության համար գործադիրը սահմանել է 25 տարվա պահպանության ժամկետ, մինչդեռ նույն փատաթղթերի հիմքով հաշմանդամություն ունեցող անձ ճանաչվելու դեպքում փաստաթղթերի պահպանության համար սահմանվել է 50 տարի, որը ողջամիտ չէ:

Նախագծով առաջարկվում է կենսաթոշակի, նպաստի թղթային կրիչով գործերի տվյալները «Էլեկտրոնային տեղեկատվական համակարգ» տեսաներածելուց հետո ոչնչացնել, բժշկասոցիալական փորձաքննությամբ փորձաքննված՝ հաշմանդամություն ունեցող անձանց թղթային կրիչով գործերի տվյալները «ՓՅՈՒՆԻԿ» տեղեկատվական համակարգ տեսաներածելուց հետո ոչնչացնել: Նախագիծն ընդունվելու դեպքում հնարավոր կլինի Միասնական սոցիալական ծառայության շուրջ 2500-3000 քառակուսի մետր վարչական տարածք ազատել արխիվային փաստաթղթերից։ Միաժամանակ, փաստաթղթերի տեսաներածումը թույլ կտա ապահովել արագ որոնում, երկարաժամկետ և անվտանգ պահպանում (առանց վարչական տարածքները թղթային փաստաթղթերով ծանրաբեռնելու) և պաշտպանություն ֆիզիկական մաշվածությունից:
