Այսօր նախատեսված է կառավարության հերթական նիստը, որի օրակարգում ներառված են նաև արտաքին վարկերի ներգրավմանը վերաբերող նախագծեր։ Ըստ ներկայացված փաստաթղթերի՝ կառավարությունը մտադիր է ընդհանուր առմամբ ներգրավել 320 միլիոն դոլարի նոր վարկային միջոցներ։
Նախագծերից մեկով նախատեսվում է 150 միլիոն դոլարի բյուջետային աջակցություն ստանալ Ասիական զարգացման բանկից, իսկ մյուսով՝ 170 միլիոն դոլարի վարկային համաձայնագիր կնքել Վերակառուցման և զարգացման միջազգային բանկի հետ։
«Հայաստանը ես եմ» նախաձեռնության ղեկավար, տնտեսագետ Նաիրի Սարգսյանի գնահատմամբ՝ խոսքը պետական պարտքի աճի նախապես նախատեսված գործընթացի մասին է։ Նրա խոսքով՝ տարվա ընթացքում իշխանությունները ծրագրել են ներգրավել շուրջ 1-1,5 միլիարդ դոլարի նոր պարտք, և այժմ այդ ծրագրի հերթական փուլն է իրականացվում։
«Եթե նախատեսված է տարվա ընթացքում 1-1,5 միլիարդ դոլարի պարտք ներգրավել, ապա բնական է, որ այն կատարվում է փուլային տարբերակով։ Մինչև տարեվերջ իշխանությունները պետք է հասնեն այդ ցուցանիշին։ Այս առումով որևէ անակնկալ չկա։ Սակայն հետաքրքիր է, որ Եվրոպայից ֆինանսական աջակցություն ակնկալելու մասին հայտարարությունների ֆոնին այժմ միջոցներ են ներգրավվում Ասիական զարգացման բանկից։ Մյուս կողմից՝ Առողջության համընդհանուր ապահովագրության հիմնադրամն արդեն դժվարություններ ունի իր ծախսերը սպասարկելու հարցում, և նոր պարտքերի ներգրավումը, ըստ էության, ուղղվում է առկա ֆինանսական բացերը լրացնելուն՝ անկախ նրանից, թե վարկային համաձայնագրերում ինչ նպատակներ են նշված»,- նշել է տնտեսագետը «Փաստ»-ի հետ զրույցում։
Հիշեցնենք, որ վերջին ութ տարիներին Հայաստանի պետական պարտքն էական աճ է գրանցել։ Պաշտոնական տվյալների համաձայն՝ այն արդեն գերազանցել է 14,1 միլիարդ դոլարը, մինչդեռ 2018 թվականի իշխանափոխությունից առաջ պետական պարտքը կազմում էր շուրջ 6,9 միլիարդ դոլար։ Այսպիսով, գործող իշխանությունների կառավարման տարիներին պետական պարտքն աճել է ավելի արագ, քան նախորդ տասնամյակներում, ինչը շարունակում է մնալ տնտեսական և քաղաքական քննարկումների կարևոր թեմաներից մեկը։
