«Փաստ» օրաթերթը գրում է.
Տարածքային կառավարման և ենթակառուցվածքների նախարարությունը հանրային քննարկման է ներկայացրել «Հայաստանի Հանրապետության օդային ճանապարհով իրականացվող բեռնափոխադրումների զարգացմանն ուղղված աջակցության ծրագիրը, ֆինանսական օժանդակություն ստանալու կարգը և աջակցության ծրագրի շահառու ավիաընկերություններին ներկայացվող պահանջները հաստատելու մասին» նախագիծը։
Հայաստանի Հանրապետությունում օդային ճանապարհով իրականացվող միջազգային բեռնափոխադրումների ծավալը՝ ցամաքային ճանապարհով (ավտոմոբիլային և երկաթուղային տրանսպորտով) իրականացվող բեռնափոխադրումների ծավալների համեմատությամբ, կազմում է մոտ 0,2 տոկոս։ Ավիացիան Հայաստանի Հանրապետության՝ որպես դեպի ծով ելք չունեցող պետության համար ունի կարևոր նշանակություն, իսկ օդային բեռնափոխադրումները առավել արագ և անվտանգ բեռնափոխադրումներ իրականացնելու տեսանկյունից ցամաքային տրանսպորտի հետ համեմատելիս մրցակցային առավելություն ունեն։
Միաժամանակ, զարգացած երկրներում (օրինակ՝ Լյուքսեմբուրգում, ԱՄԷ-ում, Կատարում, Սինգապուրում) օդային բեռնափոխադրումների մասնաբաժինը կազմում է մոտ 1-1,5 տոկոս։
2025 թվականի տվյալներով, օդային ճանապարհով բեռնափոխադրումների ծավալը կազմել է 42,5 հազար տոննա, ինչը 0,7 տոկոսով առավել է եղել 2024 թվականի ցուցանիշներից։ Բեռնափոխադրման ծավալները և այս ոլորտում աճի տեմպերը խթանելու, ինչպես նաև ՀՀ ծագման ապրանքների արտահանումը ավելի նոր ուղղություններով մատչելի դարձնելու համար անհրաժեշտություն կա ծախսերի նվազեցման տարբեր գործիքակազմ կիրառել։ Բեռնատար օդանավերով թռիչքների ծախսերի կառուցվածքի մեջ, կախված օդանավի տեսակից և թռիչքների հեռավորություններից, ավիացիոն վառելիքի ծախսը կազմում է 3050 տոկոս:
Հաշվի առնելով ավիացիոն վառելիքի ծախսի ազդեցությունը թռիչքի տնտեսության հաշվարկում, դրա ծավալի մասնակի փոխհատուցումը որոշ ժամանակահատվածում կարող է լավ պայմաններ ստեղծել միջին և բարձր արժեք ունեցող ապրանքների արտահանման համար և ապահովել տվյալ նոր ուղղություններով կայուն փոխադրումների ձևավորում։
Այս որոշմամբ առաջարկվում է խթանել Հայաստանի Հանրապետության օդային ճանապարհով նոր ուղղություններով ՀՀ ծագման բեռների արտահանումը, ինչը կնպաստի օդային ճանապարհով բեռնափոխադրումների աճին, կխթանի Հայաստանի Հանրապետությունից արտահանման շուկաների հասանելիությանը, ապահովելով ավելի արագ և ավելի էժան փոխադրումների առկայության հնարավորությունը տնտեսվարողների համար։
Ակնկալվում է օդային ճանապարհով նոր ուղղություններով ՀՀ ծագման բեռների արտահանման համար մատչելի և կայուն բեռնափոխադրումների կազմակերպում, բեռնափոխադրումների աշխարհագրության ընդլայնում և բեռնափոխադրումների ծավալների աճի ապահովում։
Նախագծի ընդունումը 2026 թվականի պետական բյուջեի տարեկան եկամուտների և ծախսերի փոփոխությունների չի հանգեցնում։ Միաժամանակ, 2027 և 2028 թվականների պետական բյուջեի ծախսերում կանխատեսվող միջոցների ծավալը կկազմի մոտ 3 միլիարդ դրամ։
