ՀՀ պետաշխատողների սոցիալական փաթեթների ծրագիրը կդադարեցվի

ՀՀ–ում պետաշխատողների սոցիալական փաթեթի տրամադրման ծրագիրը 2027 թվականից կդադարեցվի։ Այդ մասին այսօր ՀՀ կառավարության նիստից հետո հայտարարեց ՀՀ աշխատանքի և բարեկեցության նախարար Արսեն Թորոսյանը։

Սոցիալական փաթեթի ծրագիրը դադարեցնելու համար կառավարությունը օրենսդրական փոփոխությունների և որոշակի շտկումների կարիք կունենա։

Նա հիշեցրեց, որ սոցփաթեթի ծրագիրն ընդունվել է 2012–13 թթ.` որպես պետական համակարգում ցածր վարձատրության փոխհատուցում։

«Սոցփաթեթի շրջանակում մեր քաղաքացիները կարող էին որոշակի ծառայություններ գնել՝ առողջարանային, հանգստի, սպորտի, ուսման և այլն: Հատկապես վերջին տարիներին, սակայն, այն քաղաքացիները, որոնք ունեին սոցիալական փաթեթ, տարատեսակ բարեփոխումների արդյունքում ունեցել են թե՛ աշխատավարձի բարձրացումներ, թե նաև առողջապահության ապահովագրության շնորհիվ ավելի մեծ հնարավորություն՝ ծածկելու իրենց առողջապահական ծախսերը։ Հիմա եկել է ժամանակը ավարտելու այդ ծառայության մատուցումը, քանի որ այն իր առջև դրված խնդիրը կատարել է»,– ասաց Թորոսյանը:

Նախարարը տեղեկացրեց, որ այն քաղաքացիները, որոնք իրենց բանկային հաշիվներում ունեն սոցիալական փաթեթի շրջանակում կուտակված գումարներ, կկարողանան դրանք օգտագործել, երբ ՀՀ կառավարությունը հատուկ որոշում ընդունի։

Թորոսյանի խոսքով` այս պահին մոտ 13 մլրդ դրամ կուտակված գումար կա մարդկանց հաշիվների վրա, որոնք կօգտագործվեն կամ գործող, կամ կառավարության սահմանած այլ ուղղություններով:

Նա նաև նշեց, որ 2027 թ. հունվարի 1–ից բարձրանալու են տասնյակ հազարավոր հանրային ծառայողների աշխատավարձերը, որոնք նաև սոցիալական փաթեթի շահառուներ են։

Սոցիալական փաթեթի ծրագիրը դադարեցնելու համար կառավարությունը օրենսդրական փոփոխությունների և որոշակի շտկումների կարիք կունենա։

Նշենք, որ ՀՀ սոցիալական փաթեթի ծրագիրն ընդգրկում է շուրջ 130 000–133 000 շահառու (պետական ծառայողներ, կրթության, մշակույթի և սոցիալական պաշտպանության ոլորտների պետական կազմակերպությունների աշխատակիցներ): Մեկ լրիվ դրույքով աշխատողի հաշվով պետական բյուջեից տարեկան հատկացվում է 72 հազար դրամ (ամսական 6 հազար դրամ), ինչը հանրագումարով կազմում է տարեկան շուրջ 9.5 մլրդ դրամի բյուջետային ֆինանսավորում:
