Հետաքրքիր է՝ ո՞վ է հսկելու մայրաքաղաքի մուտքերը. նոր հաստիքնե՞ր են ստեղծելու դրա համար, գրել է ԱԺ նախկին պատգամավոր Գառնիկ Դանիելյանը: 

«Մարզերից եկող ավտոմեքենաները թողնել Երևանի մուտքի մոտ, շարունակել ճանապարհը ավտոբուսով․ սա Երևանի փոխքաղաքապետ Սուրեն Գրիգորյանի «հոյակապ» առաջարկն է՝ մայրաքաղաքում առաջացած տրանսպորտային ճգնաժամը հաղթահարելու համար։

Ահա այսպես է Երևանի քաղաքապետարանը պայքարում խցանումների դեմ․ ոչ թե երթևեկության կազմակերպման արդյունավետ լուծումներ գտնելով, այլ քաղաքացիների տեղաշարժը սահմանափակելու գաղափարներ առաջ քաշելով։

Հետաքրքիր է՝ ո՞վ է հսկելու մայրաքաղաքի մուտքերը։ Նոր հաստիքնե՞ր են ստեղծելու դրա համար։ Եվ ինչո՞ւ պետք է տուժեն մարզաբնակ մեր հայրենակիցները, որոնք Երևան են գալիս աշխատանքի, ուսման կամ այլ անհրաժեշտություններից ելնելով։ Ի՞նչ է սա, եթե ոչ քաղաքացիների նկատմամբ խտրական մոտեցում։

Բացի այդ, ինչպե՞ս եք որոշելու՝ ով է մարզաբնակը, ով՝ երևանցին։ Եթե, օրինակ, երևանաբնակը մարզից վերադառնա մայրաքաղաք, ի՞նչ է, ստիպելու եք ավտոբու՞ս նստի։

Իսկ գիշե՞րը ինչպես է կարգավորվելու խնդիրը, երբ հանրային տրանսպորտը չի աշխատում։

Ստացվում է՝ մայրաքաղաքի բոլոր հիմնախնդիրների համար մեղավոր է հենց բնակչությունը։ Օդի աղտոտվածության հարցում էլ «պատասխանատուն» Արգիշտի թագավորն է, որը քաղաքի հիմնադրման համար ընտրել է հենց այս տարածքը։

Մեր հայրենակիցները կհիշեն քաղաքապետի հոր խոսքերը. «Կարմիր գծերը» 500 հազար պետք է սարքեն, որ ամեն համբալ գեղի «Opel»-ով չկանգնի»: Գուցե քաղաքի մուտքի ուղեփակոցների մոտ հենց այս խոսքերի հեղինակն էլ իրականացնի այդ գործառույցը։

Իրականում, հենց նման վերաբերմունքի հանդեպ տարիներ շարունակ դրսևորված հանդուրժողականության պտուղներն ենք քաղում այսօր։ Ամեն օր կայացվում են որոշումներ, որոնք ոչ թե լուծում են առկա խնդիրները, այլ սահմանափակում մեր հայրենակիցների իրավունքները։

Արդյունք չտվեցին ո՛չ երեխաներին վաղ առավոտյան դպրոց ուղարկելու որոշումը, ո՛չ էլ «կարմիր գծերի» վճարների թանկացումը։ Իսկ հիմա հերթը հասել է մարզաբնակ քաղաքացիներին։

Այսօր մարզաբնակ մեր հայրենակիցներն են, իսկ վաղը ո՞ւմ հերթն է հասնելու։ Ի՞նչ նոր անհեթեթ սահմանափակում է հորինելու իշխանությունը՝ սեփական կառավարման ձախողումների պատասխանատվությունը քաղաքացիների վրա բարդելու համար։

Երևանը տրանսպորտային ճգնաժամից դուրս բերելու համար անհրաժեշտ են համակարգային լուծումներ, ոչ թե քաղաքացիների իրավունքները սահմանափակող և հանրության ներսում լարվածություն ստեղծող առաջարկներ։

Մի բան հստակ է․ յուրաքանչյուր նման «առաջարկ» ավելի է խորացնում հանրային դժգոհությունը։ Մարդիկ համոզվում են, որ չընտրված քաղաքապետն իր թիմով տապալել է քաղաքի կառավարումը։ Մեր սիրելի մայրաքաղաքը փրկել է պետք անգրագետ կառավարումից և ապիկար քաղաքային իշխանություններից»,-գրել է նա:
