Հիփոթեք ունեցող ծնողների համար կարևոր փոփոխություն․ նոր նախագիծ է քննարկվում

Երեխայի ծննդյան դեպքում պետությունը հիփոթեքային վարկ մարող ծնողին տրամադրում է միանվագ գումար, որն ուղղվում է վարկի մարմանը։ 2027 թ.-ի հունվարի 1-ից այդ գումարը նախատեսվում է սահմանել 1 մլն դրամ՝ անկախ երեխայի կարգաթվից։ Այսօր աջակցությունը հաշվարկվում է վարկի մնացորդից տոկոսով՝ 1-ին կամ 2-րդ երեխայի համար մինչև 500 000 դրամ, իսկ 3-րդ և հաջորդ երեխաների համար՝ մինչև 2 մլն դրամ (սահմանամերձ և առանձին բնակավայրերում աջակցությունն ավելանում է 50 տոկոսով)։ Նոր ծրագիրը նախատեսված է 2027–2031 թվականների համար։

 

Ինչպես տեղեկացնում է Iravaban.net-ը, փոփոխությունը նախատեսված է ՀՀ կառավարության 2020 թվականի մայիսի 14-ի N 968-Լ և 2020 թվականի հուլիսի 9-ի N 1167-Լ որոշումներում փոփոխություններ և լրացումներ կատարելու մասին որոշման նախագծով, որը հանրային քննարկման էր դրված e-draft.am կայքում 2026 թ.-ի սեպտեմբերի 28-ից հոկտեմբերի 14-ը։ Նախագիծը դեռ ընդունված չէ։

 

Ինչպե՞ս է հաշվարկվում աջակցությունն այսօր

 

Գործող կարգով (N 968-Լ որոշման հավելված N 1, կետ 17) աջակցությունը հաշվարկվում է վարկի մնացորդային մայր գումարից.

  • 1-ին կամ 2-րդ երեխայի դեպքում՝ 10 տոկոս (Երևանում՝ 5 տոկոս), բայց ոչ ավելի, քան 500 000 դրամ,
  • 3-րդ և հաջորդ երեխայի դեպքում՝ 50 տոկոս (Երևանում՝ 25 տոկոս), բայց ոչ ավելի, քան 2 մլն դրամ։

Սահմանամերձ և առանձին բնակավայրերում աջակցությունն ավելանում է 50 տոկոսով (կետ 19)։

 

Ի՞նչ է նախատեսում նախագիծը

 

Աջակցությունը կկազմի 1 մլն դրամ, իսկ եթե վարկի մնացորդային մայր գումարը 1 մլն դրամից պակաս է՝ մնացորդի չափով։ Ծրագիրը կտարածվի 2027 թ.-ի հունվարի 1-ին կամ դրանից հետո ծնված երեխաների վրա։ Դիմել, ինչպես այսօր, պետք է մինչև երեխայի 1 տարին լրանալը (ներառյալ)։

 

Բնակարանի գինը չպետք է գերազանցի 40 մլն դրամը։ Այսօր շեմը 35 մլն դրամ է, որն ավելանում է 5 մլն դրամով 3-րդ և հաջորդ յուրաքանչյուր երեխայի հաշվով։

 

Նախագծում չկան վարկը առնվազն 12 ամիս մարած լինելու և վերջին 12 ամսում 30 օրից ավելի չուշացնելու պահանջները, Երևանի և մյուս բնակավայրերի տարբեր տոկոսները, ինչպես նաև սահմանամերձ և առանձին բնակավայրերի 50 տոկոս հավելումը։

 

Ո՞ւմ համար կավելանա, ո՞ւմ համար՝ կնվազի

 

Օրինակներ (առանց 50 տոկոս հավելման).

 

  • Երևանից դուրս, 1-ին երեխա, 4 մլն դրամ մնացորդ. այսօր՝ 400 000 դրամ, նախագծով՝ 1 մլն դրամ։
  • Երևանում, 1-ին երեխա, 20 մլն դրամ մնացորդ. այսօր՝ 500 000 դրամ, նախագծով՝ 1 մլն դրամ։
  • Երևանից դուրս, 3-րդ երեխա, 10 մլն դրամ մնացորդ. այսօր՝ 2 մլն դրամ, նախագծով՝ 1 մլն դրամ։

 

Միաժամանակ մեկից ավելի երեխա ծնվելու դեպքում այսօր 2-րդ և յուրաքանչյուր հաջորդ նորածնի համար աջակցությունը հաշվարկվում է առանձին՝ մնացորդից 1-ին նորածնի համար հաշվարկված գումարը հանելով (կետ 18)։ Նախագծի ձևակերպմամբ՝ աջակցության չափը հաշվարկվում է «միաժամանակ ծնված բոլոր երեխաների հաշվով»։

 

Ամփոփելով՝ նախագծով մեկ երեխայի ծննդյան դեպքում 1-ին կամ 2-րդ երեխայի համար աջակցությունը կավելանա, իսկ 3-րդ և հաջորդ երեխաների դեպքում, կախված վարկի մնացորդից, կարող է նվազել։ Նախագիծը դեռ ընդունված չէ», – տեղեկացնում է կայքը։
