Զանգերի և SMS-ների վերծանման նոր կարգ․ ինչ կարող եք պահանջել օպերատորից

2026 թվականի դեկտեմբերի 1-ից բաժանորդը կարող է օպերատորից պահանջել ոչ միայն զանգերի և SMS-ների, այլև ինտերնետի օգտագործման, միջազգային ռոումինգի և երրորդ անձանց կողմից մատուցված ծառայությունների վերաբերյալ տեղեկություններ՝ հարցմանը նախորդող մինչև մեկ տարվա համար, եթե այդ ծառայությունները վճար են առաջացրել։ Էլեկտրոնային եղանակով տեղեկություններն օպերատորը տրամադրում է անվճար։

 

Ինչպես տեղեկացնում է Iravaban.net-ը, նոր կարգը հաստատվել է Հանրային ծառայությունները կարգավորող հանձնաժողովի 2026 թվականի սեպտեմբերի 9-ի N 249-Ն որոշմամբ, որն ուժի մեջ է մտնում 2026 թվականի դեկտեմբերի 1-ից։ Ուժը կորցրած է ճանաչվում Հանձնաժողովի 2017 թվականի հունիսի 21-ի N 261-Ն որոշումը, որով օպերատորը բաժանորդի միայն գրավոր դիմումով տրամադրում է զանգերի և SMS-ների տվյալները, իսկ անվճար տրամադրման պահանջ սահմանված չէ։

 

Ի՞նչ տեղեկություններ է տրամադրում օպերատորը

 

Կարգի 2-րդ կետի համաձայն՝ ամրակցված կամ շարժական կապի օպերատորը բաժանորդի գրավոր կամ էլեկտրոնային հարցման դեպքում տրամադրում է տեղեկություններ մուտքային և ելքային զանգերի, ինտերնետ օգտագործման ծավալների, SMS-ների, միջազգային ռոումինգի, երրորդ անձանց կողմից կամ համատեղ մատուցված և այլ ծառայությունների վերաբերյալ, եթե դրանք սակագրվել են և բաժանորդի համար վճար են առաջացրել։ Ժամանակահատվածն ընտրում է բաժանորդը՝ հարցմանը նախորդող մինչև մեկ տարվա սահմաններում։

 

Կարգի 3-րդ կետի համաձայն՝ տեղեկություններն առնվազն պարունակում են.

 

  • զանգերի և SMS-ների հեռախոսահամարները, ամսաթիվը, ժամը, րոպեն, վայրկյանը, տևողությունը և արժեքը,
  • ինտերնետ սեսիաների մեկնարկի ամսաթիվը, ժամը, րոպեն, վայրկյանը, օգտագործված ծավալը և արժեքը՝ բացառությամբ առանց ծավալի սահմանափակման ամրակցված կապի ինտերնետի,
  • ռոումինգի դեպքում՝ նույն տվյալներն ըստ երկրի և ռոումինգի օպերատորի,
  • երրորդ անձանց և այլ ծառայությունների դեպքում՝ ծառայության անվանումը և արժեքը։

Վճար չառաջացրած ծառայությունների տվյալները տրամադրելն օպերատորի իրավունքն է (4-րդ կետ)։

 

Ինչպե՞ս և ինչ գնով

 

Տեղեկությունները տրամադրվում են բաժանորդի նախընտրած՝ փաստաթղթային կամ էլեկտրոնային եղանակով։ Էլեկտրոնային փոստով, օպերատորի կայքով կամ բջջային հավելվածով դրանք տրամադրվում են անվճար (5-րդ կետ)։ Տրամադրման կարգը, պայմանները, այդ թվում՝ մերժման հիմքերը, և վճարները օպերատորը հրապարակում է իր պաշտոնական կայքում՝ մինչև դրանց ուժի մեջ մտնելը (7-րդ կետ)։

 

Ո՞ր տվյալներն են տրամադրվում միայն դեկտեմբերի 1-ից սկսած

 

Կարգի 6-րդ կետի համաձայն՝ 2026 թվականի դեկտեմբերի 1-ից մինչև 2027 թվականի նոյեմբերի 1-ն ընկած ժամանակահատվածում ինտերնետ սեսիաների, երրորդ անձանց և այլ ծառայությունների վերաբերյալ տեղեկությունները տրամադրվում են միայն 2026 թվականի դեկտեմբերի 1-ից սկսած ժամանակահատվածի համար։
