Ադրբեջանը կոպիտ ասած ուզում է «քցել» Ռուսաստանին՝ զենքի գործարքում

Կոնստանտին Տեր-Նակալյանը Ֆեյսբուքյան իր էջում գրում է.
Այսօր իմացա, որ Ադրբեջան պետք է ժամանի ՌԴ փոխվարչապետ Դմիտրի Ռոգոզինը, ով պետք է հանդիպում ունենա Իլհամ Ալիևի հետ։ Ինչպես հաղորդվում է, հանդիպման թեման չարաբաստիկ զենքի գործարքն է, որով Ռուսաստանը մի շարք խոշոր պայմանագրերով Ադրբեջանին էր վաճառել շուրջ 4-4,5 միլիարդ դոլար արժողության զենքի խոշոր խմբաքանակներ, որոնց մի մասի համար արդեն վճարված է և այդ մասն առաքված է, իսկ որոշ մասն էլ արդեն պատրաստի տեսքով սպասում է նավահանգիստներում, որպեսզի մնացած վճարումներն էլ արվեն, սակայն դրանք չեն արվում։
Չկա ոչ մի հստակություն, թե ընդհանուր գումարի որ մասն է պակասում ու ըստ էության պարզ էլ չէ, թե կոնկրետ ինչի համար է ուշացումը պայմանավորված, բայց մի բան ակնհայտ է․ Ռոգոզինը հենց այնպես չի գնացել Բաքու ու հենց այնբպես չի վերադառնալու։
Մի կողմից, կա փոքր հավանականություն, որ սա դեմարշ է Ադրբեջանի կողմից ու այս կերպ Բաքուն ցանկանում է շանտաժ անել Ռուսաստանին՝ ստիպելով, որպեսզի հրաժարվի Հայաստանին զենքի վարկի պայմանավորվածություններից, կամ էլ ձեռք քաշի իրենց վճարվելիք գումարից, սակայն ինչպես նշեցի, նման սցենարի հավանականությունը իրոք փոքր է, որովհետև նախ Ադրբեջանն այն դիրքերում չէ, որ իրեն թույլ տա նման հռետորաբանություն Ռուսաստանի դեմ, երկրորդն էլ, մի տեսակ շատ ինֆանտիլ բան կլիներ, չնայած, որ բադրջաններից ամեն ինչ էլ սպասելի է։
Ավելի հավանական ու հիմնականում քննարկվող պատճառը թերևս փողի բացակայությունն է։ Նավթի ու էներգակիրների գների անկման արդյունքում, ադրբեջանական տնտեսությունը կլինիկական մահին է մոտ ու կա լուրջ հավանականություն, որ Ադրբեջանն իրոք գումար չունի, որպեսզի վճարի մնացած զենքի համար։ Իհարկե, կան դեռ միլիարդներ տարբեր պետական ֆոնդերում ու բյուջեում, բայց Ադրբեջանը չի շտապում դրանցից ազատվել, քանի դեռ հնարավոր է ավելի փափուկ լուծում գտնել։
Հիմա, մեծ հավանականությամբ Ռոգոզինը ինչ որ պայմանավորվածության կգա Ալիևի հետ ու այդ զենքը կա՛մ պարտքով կտրամադրվի՝ ավելի ուշ վարձահատույց լինելու պայմանով, կամ գործարքը կչեղարկվի ու Ռուսաստանը կարող է ընդհուպ մինչև միջազգային արբիտրաժային դատարն դիմել, կամ էլ զենքի դիմաց կվճարեն այլ միջոցներով, ինչպիսիք օրինակ ադրբեջանական պետական ընկերությունների ակտիվներն են․․․
Մի խոսքով, մեր մասով միակ լավ բանն այն է, որ ադրբեջանցիների համար ամեն դեպքում այս ամենն անցավ չի անցնելու։
