Իրականում բյուրեղյա մաքուր ընտրություններ ընդհանրապես չկան` դրա վառ օրինակը զարգացած ժողովրդավարություն ունեցող երկրների ընտրություններն են: Միջազգային բոլոր կազմակերպությունների ու հանձնաժողովների` ընտրությունների վերաբերյալ առաջնային առաջարկները վերաբերում են ընտրակեղծիքների կանխմանը. ընտրակեղծիքներն կան ամենուր:
Ընտրակեղծիքներն առավել շատ լինում են այնտեղ, որտեղ դրանք չեն դատապարտվում, չեն դիտվում որպես վատ արարք և այն դեպքում, երբ չեն պատժվում: Այս առումով չափազանց կարևոր է հրապարակայնության ապահովումը և ընտրակեղծիքները կանխելու գործիքների կատարելագործումը:
Ընտրակեղծիքների մասին խոսելիս անմիջապես պատկերացնում ենք լցոնումներ, սակայն դա ոչ ամենախելամիտ կեղծիքն է: Իրականում ընտրակեղծիքն ավելի լայն հասկացություն է, ինչը բացառելու համար անհրաժեշտ է զսպող մեխանիզմների ապահովում: Առաջնայինն ընտրական հանձնաժողովների պատշաճ կազմավորումն է ըստ կառավարման լավագույն համարվող տարրերի` թափանցիկություն, անկողմնակալություն, արդարություն, անկախություն և արհեստավարժություն: Ընտրակեղծիքների կանխման տեսանկյունից կարևորվոր է ընտրողների ցուցակների ճշգրտման հստակ մեխանիզմների սահմանումը, ընտրատեղամասերում տեղական և միջազգային դիտորդների ներկայությունը:
Առանձնացնենք ՀՀ Ընտրական օրենսգրքից որոշակի հետաքրքիր մոտեցումներ. ըստ ներկայացվող նախագծի ներկայումս գործող 41 ընտրատարածքների այժմ առաջարկվում է կազմել 13 ընտրական տարածքներ՝ 4-ը Երևանում, 9-ը մարզերում (Վայոց Ձորն ու Սյունիքը կազմելու մեկ տարածք են): Երևանի տարածքում կազմավորվում է 4 ընտրատարածք: Նոր լուծման մոտեցում է առաջարկված նաև ծոշոր համայնքների ավագանիների ընտրությունների ժամանակ, ըստ այդմ բացի Երևանից, այժմ նաև Գյումրիի և Վանաձորի ավագանիները կընտրվեն համամասնական ընտրակարգով, իսկ քաղաքապետերը կընտրվեն ավագանու կողմից:
Ընտրական օրենսգրքում առկա փոփոխություններում պարզաբանումներ են ներկայացվել Սահմանդրությամբ ամրագրված ԱԺ պատգամավորների թվի վերաբերյալ: ԱԺ պատգամավորների նվազագույն թիվը սահմանվում է 101 տեղ: Եթե ԱԺ քվեարկության արդյունքում որևէ կուսակցությունը ստանում է 53 մանդատ, ապա համարվում է ընտրված և ունենում է 101 պատգամավոր: Եթե կուսակցություններից որևէ մեկը 53 մանդատ չի հավաքում, ապա 101 մանդատները բաշխվում են և անցկացվում է երկրորդ փուլ:
ՀՀ Ընտրական օրենսգրքի նոր խմբագրությամբ նախագծի վերջնական տարբերակում բարձրացված հարցերին հնարավորինս տրվել են լուծումներ, որոնց վերաբերյալ գոյություն ունի որոշակի քաղաքական կոնսենսուս:
