Երբ չկա իրական քաղաքական մրցակցություն, անհրաժեշտ է գոնե ղեկավարվող գործընթացների առկայություն

Երբ ցածր վստահության մակարդակով հասարակության ներսում, ամբողջությամբ օբյեկտիվ պատճառներով, ձևավորվում են մարգինալ խմբեր, որոնք իրենց ունեցած ցածր կրթական մակարդակի պատճառով ձախողվում են իրենց նպատակների իրականացման ճանապարհին, սկսում են ներթափանցել հանրային գործունեության մյուս ոլորտներ և նույն ձևով սկսում են փչացնել հաջորդ ոլորտը: Դիլետանտներից բաղկացած մարգինալ խմբերը էլեկտորալ ժողովրդավարական երկրներում (ինչպիսին Հայաստանն է) հիմնականում ձևավորվում և սպասարկում են այն բնագավառը, որն այդքան պահանջված է քաղաքական իշխանության համար: Բնականաբար, երբ չկա իրական քաղաքական մրցակցություն, ձախողված քաղաքական համակարգի գոյատևման համար անհրաժեշտ է գոնե ղեկավարվող գործընթացների առկայություն: Ժամանակակից աշխարհում նմանատիպ դերակատարում ունեն քաղհասարակության իմիտացիա ապահովող խմբերը: Այս խմբերը ձևավորվում են արհեստականորեն և նրանց ձևավորումն ու կենսագործունեությունը ձեռնատու է քաղաքական համակարգի թե՛ իշխանական, թե՛ ընդդիմադիր հատվածին:
Իշխանությանը ձեռնատու է այն համատեքստում, որ արտաքին աշխարհի համար ապահովի ժողովրդավարական գործընթացի իմիտացիան, իսկ ընդդիմությունը նմանատիպ անդեմ մարմիններին օգտագործում է որպես «բութ գործիք» իշխանության դեմ: Շատ հաճախ, ինչպես հատուկ ծառայությունների կողմից հավաքագրված գործակալները, այս խմբերը ևս՝ ունենալով ցածր ինտելեկտուլ ունակություններ, բայց բավականին բարձր հավակնություններ, դուրս են գալիս վերահսկողությունից և սկսում են իրենց ուժերը փորձել այլ բնագավառներում (օրինակ արվեստի, սպորտի, բնապահպանության): Եվ ինչպես քաղաքական-քաղաքացիական, այնպես էլ մյուս ոլորտներում այս խմբերը կատարում են «սփոյլերի» (վնասարարի, փչացնողի) գործառույթներ և իսկական պատուհաս են դառնում հասարակության և քաղաքական համակարգի զարգացման համար:
