4-օրյա պատերազմի տնտեսական հետևանքները

Ժամանակակից աշխարհում, տեղեկացվածության մակարդակի բարձրացման և ինֆորմացիոն հոսքերի արգացման հետ կապված, ստեղծվել է համաշխարհային փոխկապվածության մի յուրօրինակ սարդոստայն: Ձևավորվել է մի այնպիսի համակարգ, որտեղ յուրաքանչյուր, անգամ աննշան փոփոխություն հանգեցնում է բոլոր բաղադրիչների անհամաչափ վերափոխման: Բազմաթիվ են այն օրինակները, թե ինչպես է որևէ միջազգային ամբիոնից արված հայտարարությունը վայրկենապես ազդում արտարժույթի փոխարժեքների, նավթի գների կամ այլ տնտեսական բաղադրիչների վրա: Այս փոփոխություններն էլ իրենց հերթին ուղղակի ազդեցություն են ունենում տարբեր երկրների տնտեսական համակարգերի վրա: Այս համատեքստում միամտություն կլինի կարծել, որ պատերազմական գործողությունները լուրջ ազդեցություն չեն թողնում այդ համակարգի վրա:
Եթե մի կողմ թողնենք 4-օրյա պատերազմի ընթացքում կրած բուն կորուստները և իրավիճակին նայենք տնտեսագետի աչքերով, ապա պարզ կդառա, որ տնտեսական սեկտորում խնդիները դեռևս առջևում են: Սա պայմանավորված է մի շարք հանգամանքներով:
Խնդիրներից գերագույնը, որին մենք առնչվելու ենք մոտ ապագայում, կապված է օտարերկրյա ուղղակի ներդրումների ներգրավման հետ: Հայաստանը, առանց այն էլ լինելով դեպի ծով ելք չունեցող երկիր, արդեն իսկ չունի բավարար ներդրումային գրավչություն արտասահմանցի ներդրողների համար: 4-օրյա պատերազմն ավելի խորացրեց այս խնդիրը՝ փաստելով, որ մեր երկրի տարածքը գտնվում է վտանգավոր գոտում, որտեղ պատերազմի սպառնալիքը ցանկացած պահի իրատեսական է: Այս պարագայում դժվար է գտնել այնպիսի արտասահմանյան ընկերություն, որը պատրաստ կլինի ներդրումներ կատարել մի երկրում, որտեղ ամեն օր կարող է պատերազմ սկսվել: Ներդրողին նախ և առաջ հետաքրքրում է իր բիզնեսի հարատևությունն ու եկամտաբերությունը:
Վերջին մի քանի տարիներին արտասահմանյան մի շարք ընկերություններ սկսել էին իրենց մասնաճյուղերը բացել նաև Արցախում: Հաշվի առնելով աշխատուժի առկայությունն ու նորաստեղծ ձեռնարկություններին տրվող բազմաթիվ արտոնությունները՝ տարբեր կազմակերպություններ արտադրության կազմակերպման բավականին հաջող փորձեր էին իրականացրել: Սակայն ստեղծված իրադրությունը արդեն փոխում է խաղի բոլոր կանոնները:
Եթե նախկինում մեզ հաջողվում էր օգտագործելով սփյուռքի ներուժն ու տարաբնույթ կապերը, արտասահմանցի ներդրողների բերել Հայաստան, ապա այս պատերազմի արդյունքում այդ խնդիրն ավելի է բարդացել: Իսկ հիմնական խնդիրն այս ոլորտում այն է, որ պատերազմն այդպես էլ չավարտվեց, այլ ընդամենը անցավ հրադադարի փուլ: Լարվածությունը շարունակում է պահպանվել, ինչն էլ բնականաբար վանում է արտասահմանցի ներդրողներին:
