Ապրիլյան 4-օրյա պատերազմը նոր խնդիրներ առաջադրեց մեր երկրի համար ոչ միայն ներքին, այլ նաև արտաքին քաղաքականություն մակարդակներում:
Հակառակորդի ծրագրած, սակայն ի սկզբանե անհաջողության դատապարտված «կայծակնային պատերազմը» լույս սփռեց զինված ուժերում առկա մի շարք խնդիրների ու թերացումների վրա, որոնք, արդարացիորեն անհանգստություն և մտահոգություն առաջացրեցին հասարակության ու ազգաբնակչության մոտ:
Ռազմական գործողություններին զուգահեռ ընթացող քաղաքական իրադարձություններն էլ իրենց հերթին առիթ հանդիսացան տարաբնույթ մեկնաբանությունների ու հոռետեսական կանխատեսումների, որոնք, ցավոք, երբեմն ներքին և արտաքին քաղաքական լարվածության դրսևորումներ ցուցաբերեցին:
Ստեղծված իրավիճակում ազգային աննախադեպ միասնականությամբ ոգևորված հասարակությունը երկրի քաղաքական ղեկավարությունից պահանջեց կրկնապատկել ու բազմապատկել բանակի համար նախատեսված ֆինանսական ու նյութա-ռազմատեխնիկական հատկացումները, իսկ արտաքին քաղաքական հարթակում հանդես գալ կտրուկ ու համարձակ դիրքորոշմամբ:
Այս ամենը որքան էլ իրատեսական էր, այդուհանդերձ զուգորդվում էր պոպուլիզմի ու ամբիցիոզ դրսևորումներով, երբեմն նաև ավելորդ էմոցիոնալ պոռթկումներով:
Իրավիճակը, սակայն, պահանջում է միանգամայն սթափ ու ծանրակշիռ վերլուծություն ու հետագա քայլերի հավասարակշռված հաջորդականություն, քանզի խոսքը չի գնում լոկ մեղավորներին ու թերացողներին պատժելու կամ արտաքին քաղաքականության սանդղակում վարկանիշ ապահովելու մասին:
Հարցի էությունն ավելի խորքային և այն պետք է դիտարկել առաջին հերթին մեր բարդ տարածաշրջանում մեր երկրին վերահաս անվտանգության մարտահրավերներին ու առկախված սպառնալիքներին մեզ համար հնարավորինս շահավետ դիմակայելու տեսանկյունից:
Ակնհայտ է, որ դեպքերի ընթացքը մեր առջև նոր խնդիրներ է առաջադրել և պահանջում է քաղաքականության որակային նոր մակարդակ:
Եվ ահա վերջին երկու օրերի ընթացքում մեզ հուզող մի շարք հարցերի պատասխաններ տվեց երկրի Նախագահը և զինված ուժերի գերագույն գլխավոր հրամանատարը:
Նախագահն ի լուր ամենքի հայտարարեց, որ մեր երկիրը «չի զիջելու ոչ մի թիզ հող թշնամուն», և ի թիկունքային ապահովումն այդ համարձակ հայտարարության` ձեռնամուխ եղավ զինված ուժերի հրամանատարական վերնախավում կադրային փոփոխությունների:
