Սահմանային ամենօրյա կրակոցներին զուգահեռ հնչում են տարբեր կարծիքներ ԼՂ հակամարտության խնդրի վերաբերյալ: Հաճախ հանդիպում ենք այն տեսակետնին(մտահոգությանը), թե՝ ղարաբաղա-ադրբեջանական հակամարտ զորքերի շփման գծում կրկին կծավալվեն ռազմականան լայնամաշստաբ գործողություններ: Հնչում է նաև հակառակ կարծիք. ոմանք հավատում են, որ կոնֆլիկտը կարող է լուծվել բացառապես բանակցային գործընթացի միջոցով: Այս բոլոր կարծիքները հասարակության մոտ առաջացրել են դիլեմա:
Այսօր մայիսի 5-ն է, 1994-ից սկսած՝ 5-րդ ամսվա 5-րդ օրը մեզ համար ունի պատմական նշանակություն: ԱՊՀ խորհրդարանական վեհաժողովի, Ղրղզստանի խորհրդարանի, ՌԴ Դաշնային ժողովի և ԱԳ Նախարար Կոզիրևի նախաձեռնությամբ 1994թ. մայիսի 4-5-ը Բիշքեկում անցկացված հանդիպման մասնակիցները վճռականություն արտահայտեցին ամեն կերպ օժանդակել Լեռնային Ղարաբաղում և նրա շուրջը զինված հակամարտության դադարեցմանը, որը ոչ միայն անուղղելի վնաս էր հասցնում խաղաղ բնակչությանը, այլև էականորեն շոշափում էր տարածաշրջանի մյուս երկրների շահերը, լրջորեն բարդացնում միջազգային իրավիճակը:
Վեհաժողովի մասնակիցները պատրաստակամություն հայտնեցին աջակցություն ցուցաբերել զինված դիմակայության դադարեցմանը և նրա հետևանքների վերացմանն ուղղված գործադիր իշխանության ներկայացուցիչների ու ղեկավարների ջանքերին` համապատասխան համաձայնագրի շուտափույթ կնքման միջոցով:
Մայիսի 5-ի համաձայնագրից օրեր անց, մայիսի 9-11-ն ընկած ժամանակահատվածում, համապատասխանաբար Բաքվում, Երևանում և Ստեփանակերտում հակամարտ կողմերը ստորագրեցին կրակի դադարեցման և շփման գծում հրադադարի վերականգման մասին համաձայնագիրը:
Փաստաթղթում նշված էր, որ արձագանքելով 1994 թվականի մայիսի 5-ի Բիշքեկի արձանագրության մեջ նշված հրադադարի կոչին և հենվելով 1994 թվականի փետրվարի 18-ի Արձանագրության վրա` հակամարտող կողմերը (ՀՀ Ադրբեջան և ԼՂ) համաձայնեցին ապահովել կրակի և ռազմական գործողությունների լիակատար դադարեցումը` սկսած 1994 թվականի մայիսի 12-ի 00.01 րոպեից:
Փաստաթղթում նշված է. «Ոչ ուշ, քան 1994 թվականի մայիսի 11-ը, հրադադարի մասին համապատասխան հրամանները կտրվեն և կհաղորդվեն ռազմական ստորաբաժանումների հրամանատարներին, որոնք պատասխանատու են դրանց իրականացման համար»:
Հակամարտող կողմերը նախատեսել էին ռուսական կողմի միջնորդությամբ Մոսկվայում, մինչև 1994 թ. մայիսի 12-ը հրատապ հանդիպում հրավիրել` նպատակ ունենալով համաձայնեցնելու զորքերի բաժանման եզրագծերը, այլ հրատապ ռազմատեխնիկական հարցեր, ինչպես նաև նախապատրաստել միջազգային դիտորդների առաջավոր խմբի տեղակայումը:
Ըստ պայմանավորվածության՝ պետք է 10-օրյա ժամկետում ավարտվեին բանակցությունները և մինչև մայիսի 22-ը զինված հակամարտության դադարեցման մասին համաձայնագիր կնքվեր:
Համաձայնագիրն ուժի մեջ է մտել այն պահից սկսած, երբ միջնորդը (ՌԴ-ն) տեղեկացրել է, որ ստացել է հակամարտող ուժերի լիազոր ներկայացուցիչների կողմից ստորագրված համապատասխան փաստաթղթեր:
