Խոսելով տնտեսական աճի մասին՝ շատ հաճախ անդրադառնում ենք միայն արձանագրված ցուցանիշին՝ շրջանցելով այդ ցուցանիշն ապահովող մի շարք գործոններ: Այս տեսանկյունից տնտեսական աճի ապահովման համար կարևորվում է ինչպես արտերկրի, այնպես էլ հայրենական հաճախորդների առևտրային բանկերում արտարժույթային և դրամական միջոցների ներդրումները, որոնք, ձևավորելով վարկային պորտֆել, կարող են մի կողմից նպաստել բանկի տոկոսային եկամուտների ավելացմանը, մյուս կողմից կարող են ներդրվել տնտեսության իրական հատվածում գործող տարբեր կազմակերպություններում:

ՀՀ Կենտրոնական բանկի կողմից հրապարակվող ցուցանիշների համաձայն՝ 2015 թվականի վերջի դրությամբ 21 առևտրային բանկերի կողմից ՀՀ ռեզիդենտներին տրամադրված վարկերի ընդհանուր ծավալը կազմել է 2 տրլն 43,4 մլրդ դրամ: Դրանից 1 տրլն 336,7 մլրդ դրամը տրվել է արտարժույթով, ընդ որում, մեծ մասը՝ դոլարով, իսկ 706,7 մլրդ դրամը՝ ՀՀ դրամով: 2014 թվականի դեկտեմբերի վերջի դրությամբ վարկերի ընդհանուր ծավալը կազմել է 2տրլն 121,6 մլրդ դրամ: Արդյունքում՝ առևտրային բանկերի վարկային պորտֆելը մեկ տարում կրճատվել է 78,2 մլրդ դրամով կամ 3,7%-ով: Դրամով վարկերը նվազել են 9,97 մլրդ դրամով՝ 1,4%, իսկ արտարժույթովը՝ 68,22 մլրդ դրամով՝ 4%:

Վարկերի ծավալների կրճատման պատճառ են կարող են հանդիսանալ տնտեսության վիճակի ընդհանուր խնդիրները, բանկերի կողմից իրականացվող վարկային քաղաքականությունը, բնակչության կենսամակարդակը, օտարերկրյա ներդրումները: Բայց բանկերի կողմից տրված վարկերի ծավալների իրական աճը կամ նվազումը հասկանալու համար հարկավոր է կենտրոնանալ արտարժույթով վարկերի ծավալների և դրամ-դոլար փոխարժեքի տատանումների վրա:

Բանկերի կողմից վարկավորվող ոլորտների մեծ մասին տրվող վարկերի կազմում գերիշխում են արտարժույթային վարկերը, հիմնականում՝ դոլարային: Մի կողմից՝ արտարժույթային տատանումներից խուսափելու համար քաղաքացիներին ձեռնտու է դրամով վարկ վերցնելը, մյուս կողմից՝ բանկերի համար ավելի շահավետ է արտարժույթով վարկ տալը, քանի որ վերջիններիս՝ դրսից ստացած վարկային միջոցները արտարժույթով են: Վարկային պորտֆելում արտարժույթի գերիշխումը նշանակում է, որ բանկերը նախընտրում են արտարժութային ռիսկերը թողնել վարկառուների ուսերին: Այս ռիսկայնությունը պարզ երևում է գյուղատնտեսության ոլորտին տրամադրված վարկերի օրինակով. գյուղացիների եկամուտները հիմնականում դրամով են, բայց այս ոլորտի վարկավորման մեծ մասը կատարվում է դոլարով:

Այս ամենի հետ մեկտեղ պետք է չմոռանալ, որ վարկը կարող է բացասական ազդեցություն ունենալ: Եթե չվերադարձվեն տնտեսության առանձին ոլորտներին, իրավաբանական և ֆիզիկական անձանց տրամադրված վարկերը, բանկային համակարգը իրացվելիության, ծայրահեղ դեպքերում անվճարունակության խնդիրներ կարող է ունենալ, որն էլ կխաթարի երկրի ֆինանսական համակարգի կայունությունը:
