Արդյոք պե՞տք է Հայաստանին խաղողագործության և գինեգործության հիմնադրամը

Խաղողագործության եւ գինեգործության ոլորտում ի հայտ եկած խնդիրները հաղթահարելու, ինչպես նաեւ ոլորտի զարգացմանն օժանդակելու նպատակով կառավարությունը որոշեց ստեղծել Հիմնադրամ՝ դրա գործունեության կազմակերպման համար հատկացնելով 103,5 մլն դրամ։ Թվում է, թե պետական միջոցները խնայելու ուղղությամբ ձեռնարկվող միջոցառումների ֆոնին նման կառույցի ստեղծումը ճոխություն է պետական բյուջեի համար։ Իրականում, սակայն, այնքան էլ այդպես չէ։ Դրա արդյունքը կարող է անհամեմատ ավելի մեծ լիներ, հատկապես որ նման կառույցի պահանջը վաղուց էր հասունացել։
Արտաքին շուկաներում ստեղծված իրացման դժվարությունների պատճառով վերջին մեկ-մեկուկես տարիներին Հայաստանի խաղողագործներն ու գինեգործները կանգնեցին բավական լուրջ բարդությունների առջեւ։ Ռուսական ռուբլու արժեզրկումը բազմաթիվ խոչընդոտներ առաջացրեց հայկական գինիների արտահանման համար։ Ռուսական շուկայում ձեւավորված ոչ արդյունավետ գները հանգեցրին ստացվող եկամուտների էական կրճատման՝ ֆինանսական դժվարություններ ստեղծելով ոլորտի մասնակիցների համար։ Դրա հետեւանքով անցած տարի Հայաստանում արձանագրվեց գինու արտադրության կրճատում։
Այս տարի իրավիճակը աստիճանաբար կարծես փոխվում է։ Ամեն դեպքում, տարեսկզբի 4 ամիսներին ոլորտի արտադրության ծավալներն ավելացել են 13 տոկոսով։ Չնայած դրան, արտաքին շուկաներում եւ ներքին միջավայրում ի հայտ եկած դժվարությունները ստիպում են միջոցներ ձեռնարկել՝ առաջացած խնդիրները հաղթահարելու համար։ Հաշվի առնելով ոլորտի կարեւոր տնտեսական ու սոցիալական նշանակությունը՝ կառավարությունը որոշեց ստեղծել խաղողագործության եւ գինեգործության հիմնադրամ, որի անհրաժեշտության մասին խոսվում էր դեռեւս տարիներ առաջ, սակայն կոնկրետ քայլեր չէին իրականացվում։ Հիմնադրամի ձեւավորումը կարեւորվում է նրանով, որ այն հնարավորություն է տալիս մասնավոր-պետական համագործակցության միջոցով մեկ կետից համակարգել ոլորտի աշխատանքները՝ արագ արձագանքել ինչպես ի հայտ եկող խնդիրների լուծմանը, այնպես էլ ներքին աշխատանքների եւ արտահանման արդյունավետ կազմակերպմանը։
Հիմնադրամի ստեղծման հետ կապված լուրջ սպասելիքներ ունի նաեւ կառավարությունը։ Այդ մասին կառույցի ստեղծման մեկնարկը հայտարարելու ժամանակ ակնկարկեց նաեւ կառավարության ղեկավարը։ Ակնկալվում է, որ այն հնարավորություն կտա առավել արդյունավետ լուծելու արտաքին շուկաներում հայկական գինիների իրացման հետ կապված խնդիրները։ Հիմնադրամը լինելու է միջնորդ օղակ՝ ոլորտում ֆինանսական միջոցների ներգրավման ճանապարհին։ Հասկանալի պատճառներով միջազգային կազմակերպություններն այսօր հրաժարվում են ուղղակիորեն ներդրումներ իրականացնել ոլորտի ընկերություններում։ Այդ պայմաններում վերջիներս ստիպված են միջոցներ ներգրավել ներքին բանկային համակարգից, որը սակայն այնքան էլ ձեռնտու չէ թանկության պատճառով։ Հիմնադրամի ստեղծումով ակնկալվում է լուծել արտաքին շուկաներից ներդրումների ներգրավման հետ կապված խնդիրները։ Որոշ կազմակերպություններ արդեն իսկ իրենց պատրաստակամությունն են հայտնել աշխատել նման կառույցի հետ, ընդ որում, օժանդակելու ոչ միայն զուտ ֆինանսական միջոցներով, այլեւ օգնելու արտահանման հետ կապված խնդիրների լուծմանը։
