Զինապարտության մասին օրենքը փոփոխության կենթարկվի

Օրեր առաջ կայացած կառավարության նիստում կայացած քննարկումներից մեկը առընչվում էր «Զինապարտության մասին» ՀՀ օրենքում փոփոխություններ և լրացումներ կատարելուն: Կառավարության կողմից հավանության արժանացած այս նախագիծը առաջիկայում կդրվի ազգային ժողովի քննարկման: Նախագծում ներառված հիմնական փոփոխությունը վերաբերվում է ուսումնառության ընթացքում տարեկետման տրամադրման սկզբունքին: Նոր օրենքը նախատեսում է զորակոչել 18 տարին լրացած արական սեռի բոլոր ներկայացուցիչներին:

Ուսումնական պրոցեսը զինապատության մասին օրենքի հետ առնչվում է 2 տարբեր ժամանակահատվածներին: Առաջին անգամ օրենքը կիրառվում է ուսանողի բուհ ընդունվելու ժամանակ, որի շրջանակներում առավել բարձր գնահատականներով բուհ ընդունված ուսանողները ստանում են նաև տարեկետման իրավունք: Սակայն վերջինս տրվում է միայն ուսումնառության տվյալ փուլի ժամանակաշրջանի համար, որի ավարտից հետո ուսանողը ենթակա է զորակոչման:

Երկրորդ առնչությունը լինում է արդեն հետբուհական կրթության ժամանակ, երբ ուսանողը, ավարտելով ասպիրանտուրան, օրենքով սահմանված կարգով ազատվում է պարտադիր զինվորական ծառայությունից և գրանցվում պահեստազորում:

Վերադառնալով օրենքի փոփոխությանը` կարող ենք նշել, որ տարեկետման հնարավորության վերացումն ըստ էության հիմականում վերաբերում է ասպիրանտուրայի շրջանավարտներին, քանի որ բակալավրում տարեկետում ստացած ուսանողը, այնուամենայնիվ, ուսման ավարտից հետո անցնելու է զինվորական ծառայության և միայն թեկնածուի գիտական աստիճան ստացած երիտասարդներն են, որ ազատվում են ծառայությունից: Եվ հենց այս հարցն էլ բուռն քննարկվում է տարբեր մակարդակներում, և կարծես թե նժարը թեքվել է այն ուղղությամբ, որ օրենքից հանվի ասպիրանտների տարեկետման հնարավորությունը, ինչը սակայն սխալ դիրքորոշում է` բազմաթիվ պատճառներից ելնելով: Դրանց մեջ նախ և առաջ պետք է նշել, որ յուրաքանչյուր տարի տարեկետման իրավունքով ասպիրանտուրայի տեղերը չեն գերազանցում 100-ը, այսինքն` այս օրենքն ըստ էության կարգավորելու է այդ 100 ուսանողներին վերաբերող սեկտորը, ինչը շատ չնչին թիվ է զորակոչային թվաքանակի մեջ: Դրանից բացի, առավել կարևոր է նաև այն հանգամանքը, որ այդ 100 ուսանողների մեջ հիմնական մասը գիտական ուղին ընտրած երիտասարդներ են և նրանց զորակոչել իբրև շարքային զինծառայողի, պարզապես անթույլատրելի է: Եթե մեր երկրի համար այդքան կարևոր է այդ 100 երիտասարդի զինծառայությունը, կարելի է մշակել այլ նախագծեր, օրինակ, որ նրանք ասպիանտուրան ավարտելուց հետո որոշ ժամանակ աշխատեն ուժային կառույցներում և իրենց հմտությունները ծառայեցնեն հայրենքին: Այս նախագծի արդյունքում նաև կմաղվեն այն երիտասարդները, ովքեր ասպիրանտուրա են գալիս միայն ծառայությունից ազատվելու համար:

Սա ընդամենը մեկ օրինակ էր այն մասին, թե ինչպես կարելի է կազմակերպել գործընթացն ավելի լավ արդյունք ստանալու համար: Անկասկած, անհրաժեշտ է մտածել, քննարկել և ի վերջո ստանալ արդյունավետ տարբերակ, որը ոչ մի կերպ չի տեղավորվում բոլորին զորակոչելու չհիմնավորված հավակնությունների մեջ:
