Սեպտեմբերի 18-ին Հայաստանի 5 մարզերի՝ Արագածոտնի, Արարատի, Արմավիրի, Սյունիքի, Տավուշի, 316 համայնքներում անց են կացվելու տեղական ինքնակառավարման մարմինների ընտրություններ: Տավուշի մարզի Նոյեմբերյան քաղաքի ղեկավարի պաշտոնի համար առաջադրվել է 7 թեկնածու, որոնցից 4-ը իշխող կուսակցության ներկայացուցիչներ են։

Ինչպես Past.am-ի հետ զրույցի ժամանակ նշեց Նոյեմբերյանի գործող քաղաքապետ Վանուշ Ամիրաղյանը թեպետ ընտրության անցկացման այս տարբերակն ամբողջությամբ նոր գործընթաց է, այնուամենայնիվ դրանք անցնելու են մաքուր, արդար ու թափանցիկ, ինչպես եղել է նախկինում։ Ինչ վերաբերվում է թեկնածուների քանակին, ապա.

«Օրենքն ինքն է պահանջում, որ թեկնածուների թիվը մեկից ավել լինի, այս անգամ նրանց թիվը յոթն է, որից չորսը ունեն համայնքային ծառայության մեծ փորձ, իսկ մյուս երեքը՝ չունեն ։ Ամեն ինչ հանգիստ ու հանդարտ մթնոլորտում է անցնում, առանց փոխադարձ վիրավորանքների եւ ավելորդությունների»,-ասաց նա՝ հավելելով. «Ես գոհ եմ ընտրարշավի ընթացքից, բոլորն ունեն  հնարավորություն ընտրազանգվածի հետ հանդիպելու։ Ժողովուրդը կլսի բոլոր թեկնածուներին ու ով կստանա ավել քվե` նա էլ կհամարվի ղեկավար։ Բոլորի հնարավորությունները հավասար են։ Ընտրված համայնքի ղեկավարը կստանա իրավունք` ղեկավարելու խոշորացված համայնքը»։

Քաղաքապետը թեպետ փորձեց չբարձրաձայնել իր պաշտոնավարման ընթացքում գրանցված ձեռքբերումների մասին, այնուամենայնիվ, լրագրողական հարցադրումներից խուսափել նրան չհաջողվեց։ Վերջինս թվարկեց կատարված աշխատանքներից մի քանիսը.

«Լինելով համայնքի ղեկավար՝ կարող եմ ասել, որ այս տարիների մեծ ձեռքբերում եմ համարում 24-ժամյա ջրամատակարարումը։ Ինչ վերաբերվում է ջրի որակին, ապա 2020 թվականին մենք ունենալու ենք  շատ ավելի որակյալ ջուր, քան այսօր ունենք։ Կարող եմ նշել նաեւ, որ մենք գրեթե 95 %-ով ապահովել ենք Նոյեմբերյան քաղաքի գիշերային լուսավորությունը։ Նոյեմբերյանը ԽՍՀՄ տարիներին անգամ այդքան լուսավորված չի եղել, ինչպես հիմա է։  Այս տարիների ընթացքում իրականացրել ենք նաեւ ասֆալտապատման աշխատանքներ, որն ինքնին խոսում է նաեւ տարածքը մաքուր պահելու ու դրա ծախսերի մասին»,-ասաց գործող քաղաքապետը։

Ինչպես նշեց Վանուշ Ամիրաղյանը, քաղաքում լուծելով մեկ խնդիր՝ անցնում են հաջորդին։ Միայն ափսոսում են, որ բյուջեն սուղ է։ «Թեպետ բյուջեն սուղ է, այնուամենայնիվ  պետք է նշեմ, որ գիշերային լուսավորության ամբողջ ցանցը կատարվել է համայնքի բյուջեի միջոցներով, որն ինձ ավելի շատ է ուրախացնում, քանի որ մեր գումարները ծախսվել են մեր համայնքի լուսավորության վրա։ 2002 թվականին մենք ծախսում էինք մոտ 60 հազար դրամ մեկ ամսվա համար, իսկ հիմա մեկ ամսվա հոսանքի վճարը կազմում է  600 հազար ՀՀ դրամ, այսինքն մեյ տարվա ընթացքում մոտ 7 մլն 200 հազար դրամ Նոյեմբերյան քաղաքը հոսանքի գումար է վճարում»։

Հիշեցնենք, որ Նոյեմբերյանի տարածաշրջանի 19 համայնքները խոշորացման արդյունքում ձեւավորել են 3 համայնք: Նոյեմբերյան համայնքը միավորում է Նոյեմբերյան քաղաքը եւ սահմանամերձ Դովեղ, Ջուջեւան, Բաղանիս, Ոսկեպար, Ոսկեվան, Կոթի եւ Բարեկամավան համայնքները:
