Մտահոգություններ կան, որ ԵՄ-ի միացյալ բանակը ՆԱՏՕ-ին այլընտրանք է լինելու 2015-ից սկսած

ԵՄ ղեկավարները նպատակ ունեին ստեղծել միացյալ բանակ, սակայն ԵՄ մի շարք պաշտոնյաների՝ Եվրահանձնաժողովի ղեկավար Ժան-Կլոդ Յունկերի և այլոց հայտարարություններից պարզ է դառնում, որ այս անգամ նրանք վճռական են տրամադրված:
Բրատիսլավայում կայացած գագաթաժողովի ժամանակ Ֆրանսիայի պաշտպանության նախարար Ժան-Իվ Դրիյանը և Գերմանիայի պաշտպանության դաշնային նախարար Ուրսուլա վոն դեր Լեյենը ԵՄ արտաքին քաղաքականության հարցերով գերագույն հանձնակատար Ֆեդերիկա Մոգերինիին եվրոպական պաշտպանական քաղաքականության վերաբերյալ համատեղ փաստաթուղթ են ներկայացրել, որտեղ առաջարկություն կա համատեղ բանակի ստեղծման մասին: Մինչ այժմ այս նախաձեռնության գլխավոր հակառակորդը Մեծ Բրիտանիան էր, որը ցանկանում է խուսափել ՆԱՏՕ-ի հետ հնարավոր դիմակայությունից: Բրիտանիայի՝ ԵՄ-ը լքելու հանգամանքը հնարավորություն է ստեղծել ԵՄ անդամ երկրների համար պաշտպանության ոլորտում առավել սերտ համագործակցություն ծավալել: Վերջերս Եվրահանձնաժողովի ղեկավար Ժան-Կլոդ Յունկերը ելույթի ժամանակ անդրադարձել է միասնական բանակի ստեղծման հարցին:
Վերջինս կոչ է արել մինչև տարեվերջ ստեղծել պաշտպանական ոլորտի համար նախատեսված հիմնադրամ: Յունկերը նշել է, որ ԵՄ երկրները կկարողանան 25 մլրդ եվրոյի չափով խնայողություն անել, եթե համապատասխանեցնեն պաշտպանական ոլորտի ծախսերը և կենտրոնանան դաշինքի անվտանգության ընդհանուր կարիքների վրա: Յունկերի առաջարկությունը միանշանակ չեն ընդունել շատ երկրների ղեկավարներ: Արևելյան Եվրոպայի որոշ պաշտոնյաներ անհանգստացած են, որ ԵՄ-ում բանակի ստեղծումը կնվազեցնի ՆԱՏՕ-ի դերը: Բալթյան երկրների պաշտոնյաները տարակուսանք են արտահայտել նախաձեռնության նկատմամբ: Ըստ վերջիններիս՝ միայն ՆԱՏՕ-ն կարող է կանխել ռուսական ագրեսիան: Սա կարող է նաև հեռու գնացող հետևանքներ ունենալ առաջիկա տասնամյակի ընթացքում ԵՄ-ի ու ԱՄՆ-ի ռազմական-պաշտպանական ոլորտի հարաբերություններում: ԱՄՆ-ի պաշտոնյաների տարածած հայտարարությունում նշվում է, որ ԵՄ-ը ոչ թե բանակի, այլ պաշտպանության լուրջ խնդիր ունի՝ լինի դա ազգային, եվրոպական, թե տրանսատլանտյան։ Չի բացառվում, որ օրեցօր աճող ահաբեկչությունների վտանգը ստիպում է ԵՄ-ին այս անգամ իսկապես լրջորեն քայլեր ձեռնարկել սահմանային անվտանգությունն ապահովելու համար։
