Երևան-Մոսկվա ավտոբուսային երթուղու ավտոբուսն այսօր վթարի է ենթարկվել։ 5 զոհ և ավելի քան երկու տասնյակ վիրավոր, որոնց թվում` նաև երեխաներ։ Նման պատահարները, անշուշտ, ողբերգություններ են, որոնց մասին զուտ մարդկայնորեն ու էմոցիանալ առումներով չափազանց դժվար է խոսել։

Համաձայն ՀՀ կապի և տրանսպորտի նախարարի խոսքի՝ վթարի պատճառը, ըստ նախնական վարկածի, եղել է այն, որ վարորդը քնած է եղել ղեկին։ Նման լուրը կարդալուց հետո առաջին միտքը, որն անցնում է ուղեղովդ, մեղադրանքն է վարորդի հասցեին։ Սակայն իրավիճակի սթափ գնահատականն առավել խորքային խնդիրներ է բացահայտում։

Նախևառաջ, սա առաջին դեպքը չէ, երբ մոտավորապես նույն երթուղում ավտոբուս է վթարվում, որի հետևանքով լինում են զոհեր ու տասնյակ տուժածներ։ Մի փոքր այս խնդիրն ուսումնասիրելով՝ տեսնում ենք, որ այդ երթուղիներում ավտոբուսները վարում է երկու վարորդ՝ լավագույն դեպքում, իսկ հաճախ՝ ընդամենը մեկ վարորդ, որն առանց հերթափոխի ավտոբուսը վարում է շուրջ 2,5 հազար կիլոմետր։

Ակնհայտ է, որ նման պայմաններում կա մարդկային գործոն, կա վարորդի ամենասովորական ֆիզիկական հոգնածություն, որը չի բացառում նրա՝ ղեկին քնելը։ Գումարած սրան՝ նման երթուղիների ուղևորները հաճախ խմած են նստում ավտոբուս՝ սրանից բխող բոլոր հետևանքներով (խոպան գնացածի անձնական փորձից եմ ասում)։ Սակայն սա միայն հարցի մի կողմն է, առավել մտահոգիչն ու վտանգավորն այս խնդրի մեկ այլ կողմն է։

Երևանյան գրեթե ցանկացած կանգառում մեզնից յուրաքանչյուրը կհանդիպի Երևան-Մոսկվա, Երևան-Կրասնոդար, Երևան-Կալինինգրադ և նմանատիպ բազմաթիվ տարբեր ուղություններով ուղևորափոխադրումներ իրականացնող հայտնի ու անհայտ ընկերությունների հայտարարությունների։

Հարց է ծագում, թե ինչ ընկերություններ են վերջիններս, ինչպես են լիցենզավորվում, ինչպես են վերահսկվում նրանց ծառայությունները։ Հարցեր, որոնք շատ հաճախ մնում են օդից կախված։ Վերջապես, առնվազն տարօրինակ չի՞ թվում «Երևան-Մոսկվա-Երևան ավտոբուսային ուղևորափոխադրումները», որը դարձել է բավական հանրային հայտարարություն և, որ առավել ցավալի է, մի շարք ընկերությունների, իսկ ավելի շուտ անհատների կողմից արագ գերշահույթ ապահովելու միջոց։ Այստեղ կարևոր է շեշտել, որ մենք գործ ունենք ոչ թե մասնավոր դեպքի կամ ողբերգության, այլ այս ոլորտում արմատական կանոնակարգման խնդրի հետ, որի պատասխանատուն վերջին հաշվով Հայաստանի կապի և տրանսպորտի նախարարությունն է։

Հ․Գ․ Հավելենք նաև, որ ներկայումս ԱԺ-ում քննարկման է դրված այս ոլորտում կարգավորման մասին օրինագիծը։ Թե ինչ ճակատագիր կունենա այն և ինչքանով կբացառի ոլորտում առկա խնդիրները, ամենայն հավանականությամբ, կտեսնենք առաջիկայում։
