Նախագահականում անցկացված խորհրդակցության ժամանակ Սերժ Սարգսյանը, կարելի է ասել, սկսեց սահմանել խաղի նոր կանոններ։ Մասնավորապես, անդրադառնալով արագաչափերին և կայանատեղիների խնդրին, Սարգսյանը հանձնարարական տվեց վերջիններիս եկամուտներն ուղղել համայնքային և պետական մարմիններին։ Հասկանալի է, որ սա քայլ էր ընտրություններից առաջ, ընդ որում, բավական հստակ նպատակներով քայլ, քանի որ այս երկու աղբյուրներից գոյացող գումարները համալրելու են պետբյուջեն, որի ներկայիս վիճակը այնքան էլ նախանձելի չէ։ Գլոբալ առումով շարունակական հանրային դժգոհություն առաջացնող այս երկու խնդիրների լուծման նման մոտեցումը բավական ճկուն էր, քանի որ բավականաչափ նվազեցնում է նման ծառայություններ մատուցող մասնավորների և չինովնիկների միջև առավել քան հնարավոր կոռուպցիոն և «կռիշային» հարաբերությունները։

Այստեղ պետք է շեշտել, որ Սերժ Սարգսյանի ամենահզոր կռվանը հենց հանրային դժգոհությունն է, որի մասին էլ նա հենց բարձրաձայնեց։ Բանն այն է, որ իրականում որևէ մասնավոր, օլիգարխ կամ գործարար անզոր է հանրային դժգության փաստարկի դեմ, և սա փայլուն կերպով Սարգսյանն օգտագործում է ժողովրդահաճո հանձնարարականներ տալու համար։ Անշուշտ, պարզից էլ պարզ է նման քայլերի տրամաբանությունն ու բուն նպատակը, սակայն մյուս կողմից իրատեսականն այն է, որ այդ քայլերը որոշակիորեն սկսում են սպասարկել հանրային շահը, քանի որ ըստ էության բազմիցս ասված հանրային դժգոհությունն առավելապես պայմանավորված է եղել տուգանքների կամ մուծումների՝ մասնավորի գրպանը գնալով։

Սարգսյանն այս հարցը լուծում է։ Այդուհանդերձ, այս ճանապարհին առկա են բավական լուրջ խնդիրներ որոնցից առաջինն այս աղբյուրներից գոյացող ֆինանսների վերահսկողությունն է համայնքային կամ պետական բյուջե տանող ճանապարհին, քանի որ եթե զուտ անվանապես այդ շահույթը պետք փոխանցվի բյուջե, իսկ իրականության մեջ՝ դառնա հերթական կոռուպցիայի լավ հնարավորություն, ապա այս փոփոխությունը որևէ արդյունք չի տալու ո՛չ բյուջեն լցնելու, ո՛չ էլ հանրային համակրանք շահելու տեսանկյունից։ Այստեղ արդեն, ֆուտբոլային լեզվով ասած, գնդակը գտնվում է կառավարության ձեռքում, որը նա ստացել է Սերժ Սարգսյանից։ Թե ինչպես այն կխաղարկվի, կախված է միայն կառավարության և առաջին հերթին վարչապետի քաղաքական կամքից ու սկզբունքայնությունից։
