Երբ քաղծառայողների մի զգալի մասն անգամ տեղյակ էլ չէ ԼՂ խնդրի լուծման՝ մեզ շահեկան մոտեցումներից

Տարիներ շարունակ ՀՀ քաղծառայողների շրջանում վերապատրաստման ծրագրեր եմ անցկացնում: Հիմնական թեմաները վերաբերում են ՀՀ ազգային շահերին, ՀՀ ՆԱՏՕ/ՀԱՊԿ հարաբերություններին: Հաջողված են դասընթացները, թե ոչ, չգիտեմ: Այդ դասախոսությունների ժամանակ տարբեր կարգավիճակի, տրամաչափի, հմտությունների, պատրաստվածության, բնավորության, մակարդակի տասնյակ քաղծառայողների հետ եմ շփվել: Իհարկե, եղել են բացառիկ հետաքրքիր խմբեր, բարձր պատրաստվածության մարդիկ, որոնք էականորեն տարբերվել են շատերից: Սակայն տարիների ընթացքում նրանց շարքերում երեք հիմնական օրինաչափություն եմ ֆիքսել. 1. նոստալգիան Սովետի նկատմամբ, 2. ԼՂ բանակցային սկզբունքերից անտեղյակություն, 3. ընդհանուր անտարբերություն:
Այս խնդիրը քաղծառայության քննությամբ դժվար կարողանանք լուծել: Սա ավելի լուրջ ու մասնագիտական այլ հարթության հարց է: Եթե մեր քաղ/պետծառայողն այսօր տեղեկացված չէ մեր արտաքին ու անվտանգային քաղաքականության առանցքային սկզբունքներից, ապա մենք միայն օպտիմալացմամբ չպետք է սահմանափակվենք: Եթե պետ/քաղծառայողը ծանոթ չէ ՀՀ ազգային անվտանգության հայեցակարգին, պետական քաղաքականության հիմքերին, ԼՂ բանակցային գործընթացին կամ ցեղասպանության հիմնախնդրին, ապա հարց է առաջանում, թե ինքն ինչ գործ ունի պետական համակարգում առհասարակ:
Եթե նա ուղղակի տեխնոկրատ է, ով A կետում ինչ-որ գործառույթներ է իրականացնում B կետի համար, ու դրանով սահմանափակվում է նրա ողջ աշխատանքային առօրյան առանց իմանալու թե այդ կառույցը, որ կոչվում է «պետություն», ու՞ր է գնում, ինչու՞ է գնում, ինչպե՞ս է գնում, և ինչպե՞ս անել, որ առավել արդյունավետ գնա, ապա նա վստահորեն իր տեղում չէ: Մենք սովոր ենք պատասխանատվության մեծագույն բաժինը դնել քաղաքական որոշումներ ընդունողների ուսերին, և դա, իհարկե, ճիշտ է: Սակայն պետ/քաղծառայող յուրաքանչյուր անձ այդ որոշում ընդունելու գործընթացի անքակտելի մասն է, նախապատրաստողը, մշակողը և այլն, ուստի ունի պատասխանատվության իր կարևոր մասնաբաժինը, հետևաբար չի կարող անտեղյակ ու անտարբեր լինել առհասարակ: Պետք է նաև հասկանալ, որ նրա ներդրումը պետք է լինի նաև իր մասով արդյունավետ կառավարմանը նպաստելը և ոչ երբեք անտարբերությունը, մինչդեռ իրականում նրանց մի բավական շոշափելի մասը տարիների ընթացքում քայլ առ քայլ, ամենատարբեր գործոններից ելնելով, վերածվում են «պարազիտի»:
Ու ամենավատն այն է, որ այդ իներցիոն էֆեկտը չի դադարում ու չի դանդաղում:
