Տնտեսության վերաբերյալ կանխատեսումներն արագ փոխվում են

Միջազգային ֆինանսական կառույցները հարկադրված են աճի ուղղությամբ վերանայնել իրենց կանխատեսումները Հայաստանի այս տարվա տնտեսական աճի վերաբերյալ։ Մասնավորապես կանխատեսումներն աճի ուղղությամբ վերանայելու մասին հայտարարեց Արժույթի միջազգային հիմնադրամը։ Թեեւ նախկին վատատեսական սպասումներից հրաժարվելու եւ ակնկալիքներն ավելացնելու համար ԱՄՀ-ից բավական երկար ժամանակ պահանջվեց։
Միայն այն բանից հետո, երբ տարեվերջից ընդամենը չորս ամիս առաջ Հայաստանում արձանագրվեց 4 տոկոսին մոտ տնտեսական ակտիվություն, Արժույթի միջազգային հիմնադրամը որոշեց հրաժարվել նախկին հոռետեսական գնահատականներից։ Այժմ արդեն ԱՄՀ-ն շատ ավելի լավատես է, քան տարեսկզբին էր։
Հիշեցնենք, որ նախկին կանխատեսումներով, ԱՄՀ-ն Հայաստանում զրոյական աճ էր ակնկալում՝ չբացառելով անգամ մեկ տոկոսին մոտ անկման հավանականությունը։ Տարեսվերջից ընդամենը չորս ամիս առաջ վերջինս բավական կտրուկ վերանայեց սպասումները՝ հայտարարելով, որ այս տարի ակնկալում է 2,5 տոկոս տնտեսական աճ։ Որ տերսկզբին ներկայացվող մռայլ կանխատեսումների համեմատ տնտեսական ակտիությունը Հայաստանում շատ ավելի բարձր էր, քան հնչող գնահատականներ էին, ակնհայտ դարձավ արդեն առաջին եռամսյակի համախառն ներքին արդյունքի ցուցանիշների հրապարակումից հետո։ Դրանք շարունակեցին խորանալ նաեւ հետագայում եւ արդեն առաջին վեց ամիսներին տնտեսական աճը գերազանցեց նույնիսկ 4 տոկոսը։ Թեեւս դա էլ ստիպեց միջազգային կառույցներին այստիճանաբար հաշվել կառավարության այն լավատեության հետ, որն առկա էր ներկայացվող վատատեսական գնահատականների ֆոնին։
Ինչպես հայտնի է, դեռեւս ապրիլին վարչապետ Հ.Աբրահամյանը հայտարարեց, որ. «Չնայած կան բազմաթիվ կանխատեսումներ, որ ունենալու ենք տնտեսական անկում՝ հաշվի առնելով տարածաշրջանի լարվածությունը, Ռուսաստան-Արեւմուտք հարաբերությունները եւ այն պատժամիջոցները, որոնք կիրառվում են Ռուսաստանի նկատմամբ, այնուհանդերձ ես համոզված եմ, որ մենք 2015 թվականին արձանագրելու ենք տնտեսական աճ»։ Աճ արձանագրում ենք, թեեւ դա հեշտ չի տրվում կառավարությանը։ Քայլերն ակնհայտ են հատկապես արտահանման կառուցածքի փոփոխության եւ նոր շուկաների ձեռքբերման ոլորտում։ Մի բան, ինչն արձանագրում է նաեւ Արժույթի միջազգային հիմնադրամը։ Գործընկեր երկրներում ձեւավորված ոչ այնքան բարենպաստ պայմաններում՝ արտահանումը փոխել է ուղղությունը։ Ավելացել են Մերձավոր Արեւելք եւ Պարսից ծոցի շրջաններ ուղղվող արտահանման ծավալները. Թերեւս դա էլ հնարավորություն է տվել բարելավել արտաքին առեւտրի հաշվեկշիռը եւ մեծացնել տնտեսության դիմադրողականությունն արտաքին ֆինանսական ռիսկերի նկատմամբ։ Նաեւ այս քայլերի արդյունք է, որ ԱՄՀ-ն ընթացիկ տարի ազգային արժույթի վրա տարադրամային էական ճնշումներ չի ակնկալում եւ կանխատեսում է, որ դրամը մինչեւ տարեվերջ հիմնականում կունենա կայուն վարքագիծ։
ԱՄՀ նոր կանխատեսումներից հետո ակնկալվում է, որ առաջիկայում իր գնահատականները Հայաստանի տնտեսության վերաբերյալ կվերանայի նաեւ Համաշխարհային բանկը։ Սպասվում էր, որ ՀԲ-ն նոր կանխատեսումները կհրապարակի այս ամսին։ Սեպտեմբերը մոտենում է ավարտին, սակայն Համաշխարհային բանկը առայժմ լռում է։ Նշենք, որ վերջինիս նախորդ գնահատականները Հայաստանի տնտեսության վերաբերյալ շատ ավելի լավատեսական էին, քան ԱՄՀ-ինը։
