Տնտեսագետը՝ հարկային փոփոխությունների ազդեցությունների մասին

Համաշխարհային բանկը վերջերս բարձր է գնահատել Հայաստանում կատարված հարկային համակարգի փոփոխությունները: Որքանո՞վ են այդ փոփոխությունները արդյունավետ եղել տնտեսության համար և ինչ ուղղակի ազդեցություն կարող են ունենալ երկրի տնտեսական ակտիվության համար՝ Past.am-ը կփորձի պարզել ոլորտի մասնագետներից:
Տնտեսագիտական համալսարանի դասախոս, փորձագետ Սուրեն Պարսյանը Past.am-ի հետ զրույցում նույնպես դրական գնահատեց հարկային դաշտում վերջին տարիներին կատարվող փոփոխությունները և բերեց մի քանի օրինակներ:
«Ինչպես գիտենք` նախորդ տարի շրջանառության հարկ վճարողների կողմից կար արդարացի բողոք, ըստ որի՝ նրանք չենք կարողանում ապահովել իրենց կողմից ձեռքբերված ապրանքների ամբողջ փաստաթղթավորումը: Այս տարի՝ 2015 թվականի մայիսի 7-ին,«Շրջանառության հարկի մասին» օրենքում կատարվեցին փոփոխություններ և լրացումներ, որի համաձայն՝ առքուվաճառքով զբաղվող տնտեսվարող սուբյեկտները շրջանառության հարկ կվճարեն 5 տոկոս, սակայն նրանք հնարավորություն կունենան իրենց կողմից ձեռք բերված ապրանքների 4 տոկոսի չափով նվազեցում կատարել: Այսինքն՝ 5 տոկոսը կարող են դարձնել 1 տոկոս, եթե ունենան փաստաթղթավորում»,- ասաց տնտեսագետը: Նրա խոսքով՝ օրենքի փոփոխությունը թույլ է տալիս ոչ թե իմպերատիվ կերպով պահանջել բոլոր ՓՄՁ-ներից՝ ունենալ փաստաթղթավորում, այլ ստեղծված է մոտիվացիոն համակարգ, ըստ որի՝ ՓՄՁ-ների ներկայացուցիչները կարող են նվազեցնել հարկային բեռը, եթե կատարեն փաստաթղթավորում:
Սուրեն Պարսյանը ուշադրություն հրավիրեց նաև հարկային մյուս փոփոխության վրա, որը կարգավորում է ոսկյա զարդերի առքուվաճառքով զբաղվող անձանց գործունեությունը: Խոսքը գնում է «Արտոնագրային վճարի մասին» օրենքում կատարված փոփոխությանը:
«Այդ փոփոխությամբ՝ կես քառակուսի մետր տարածք զբաղեցնող սեղանիկ ունեցող ՓՄՁ ներկայացուցիչն այսուհետ կվճարի 35 հազար դրամ հարկ և կազատվի մնացած հարկային պարտավորություններից, ինչը ավելի հստակեցրեց և պարզեցրեց ոսկու առքուվաճառքով զբաղվող սուբյեկտների գործունեությունը: Բանն այն է, որ նրանք չէին կարողանում կատարել իրենց կողից ձեռք բերված զարդերի փաստաթղթավորումը, իսկ օրենսդրական այդ փոփոխության բացակայության հետևանքով ավտոմատ ընկնելու էին 5 տոկոս շրջանառության հարկ վճարողների ցանկի մեջ»,- պարզաբանեց տնտեսագետը:
Ըստ Պարսյանի՝ այդ երկու փոփոխությունները կարևոր ազդեցություն ունեցան համակարգի բարեփոխումների վրա: Նա նաև հավելեց, որ հարկային այս բարեփոխումները ուժի մեջ են մտել 2015 թվականի հուլիսի 1-ից, իսկ, ահա, եռամսյակային ցուցանիշները ամփոփելիս պարզ կդառնա, թե ինչքանով է այս բարեփոխումները նպաստել տնտեսության զարգացմանը:
