Բաբկեն Պիպոյանը` ապրանքներ կեղծելու տեսական հնարավորությունների մասին

Ինչպես արդեն Past.am-ը տեղեկացրել է, ՊԵԿ-ը կրկին հսկողական միջոցառումների շրջանակում ապօրինի գործունեության և հարկային դաշտը շրջանցելու դեպքեր է բացահայտել: «Սուրմալու» տոնավաճառում կանխվել է տարբեր տնտեսական ապրանքների, ինչպես նաև լվացքի կեղծված փոշու իրացման փորձ:
Հայտնաբերված տուփերի վրա փակցված են եղել ներկրմամբ զբաղվող ՍՊԸ-ի անվամբ պիտակներ և տարբեր ընկերությունների պատկանող դրոշմապիտակներ:
«Իրազեկ և պաշտպանված սպառող» ՀԿ նախագահ Բաբկեն Պիպոյանը Past.am-ի հետ զրույցում նշեց, որ բիզնեսին արտոնություն տալով պետք է նաև մտածել դրա հետևանքների մասին:
«Տեսականորեն հնարավոր է, որ մենք ունենանք ամենատարաբնույթ խախտումներ: Օրինակ՝ տեսականորեն հնարավոր է, որ հանրահայտ այս կամ այն ընկերության ներկայացուցիչը միաժամանակ ներմուծի ինչպես օրիգինալ, այնպես էլ ոչ օրիգինալ ապրանք և երկուսն էլ իրար հետ վաճառի: Տեսականորեն հնարավոր է նաև, որ ինչ-որ մեկը հենց երկրի ներսում կարողանա հայտնի բրենդի տոպրակները նմանեցնել իրականին, լիցքավորել դրանք և այդ անվան տակ վաճառել: Տեսականորեն հնարավոր է նաև, որ ինչ-որ մեկը այլ երկրից կեղծված ապրանք ներմուծի Հայաստան և իրացնի: Այս ամեն ինչը կանխարգելելու համար հարկավոր է հստակ մեխանիզմներ ունենալ: Ըստ էության միայն փաստաթղթերի և սերտիֆիկատների առկայությունը ստուգելով չենք կարող շուկա կարգավորել: Եվ վերահսկողության ողջ մեխանիզմը պարենի մասով նույնպես պետք է վերափոխել»,- ասաց Բ. Պիպոյանը:
Նա նաև նշեց, որ հարկավոր է, որ իրացման ցանցն էլ հասկանա, որ եթե ինքը այդ շղթայի մի մասնիկն է, ապա կեղծված ապրանքների հոսքը երբեք էլ չի դադարի:
Կազմակերպության ղեկավարի խոսքով, այս հարցը միայն հարկային մարմիններինը չէ: Հարկայինի աշխատանքին զուգահեռ պետք է հստակ գործեն նաև մնացած բոլոր կառույցները՝ Շուկայի վերահսկողության տեսչական մարմինը, ՍԱՊԾ-ն և ՏՄՊՊՀ-ն:
«Եվ այստեղ շատ կարևոր է, որ գործադիր իշխանության վերահսկողական մեխանիզմները թույլ տան, որ հարկային մարմինների փաստաթղթաշրջանառությամբ մյուս կառույցները նույնպես կարողանան գործառույթ իրականացնել: Եթե հնարավոր լինի փաստաթղթավորված շրջանառության դեպքում նաև քանակական վերլուծություն իրականացնել, ապա այս դեպքում բավականաչափ խնդիրներ կլուծվեն: Եվ շատ հաճախ, երբ ասում են՝ վերահսկողություն իրականացնելու ռեսուրսը չի բավականացնում, պետք է հասկանալ, որ ոչ թե ռեսուրսները բավարար չեն, այլ մեխանիզմներ չկան: Մենք ուզում ենք դանակ-մկրատով ծառ կտրել, սակայն մոռանում ենք, որ այսօր արդեն նույնիսկ սովորական սղոցով չեն ծառերը կտրում»,- ասաց Բ. Պիպոյանը:
