Ադրբեջանական բենզինն ու իշխանական նարատիվները

Վրաստանից ոչ միայն հերքել են ադրբեջանական մամուլի տարածած տեղեկությունները, թե մաքսային արգելքները խոչընդոտում են Ադրբեջանից Հայաստան երկաթուղու վառելիքի մատակարարմանը, այլև հայտարարել, թե Վրաստանը ադրբեջանական նավթամթերքի միանվագ անվճար փոխադրում կիրականացնի։ Վրաստանի էկոնոմիկայի նախարարության փոխանցմամբ՝ դեկտեմբերի 5-ին Վրաստանի կառավարությունը գործընկեր երկրներից իր տարածքով Ադրբեջանից Հայաստան վառելիքի միանվագ տարանցման խնդրանք է ստացել։ Վարչապետ Իրակլի Կոբախիձեն որոշել է անհապաղ հանձնարարել տվյալ բեռը միանվագ և ամբողջությամբ անվճար տեղափոխել երկաթուղով։
Որոշման մասին տեղեկացվել են պաշտոնական կողմերը։ Թբիլիսին հայտարարում է, թե Վրաստանը եղել և մնում է Հայաստանի և Ադրբեջանի ռազմավարական և հուսալի գործընկերը, ինչպես նաև աջակցում է տարածաշրջանում խաղաղությանն ու կայունությանը։ Ադրբեջանի տարածքով ղազախական և ռուսական հացահատիկի տեղափոխումից հետո արդեն իսկ տեխնիկայի հարց էր, թե երբ պետք է ադրբեջանական նավթամթերք տեղափոխվի Հայաստան։ Մեր տեղեկություններով, նավթամթերքի իրականացման հարցում խիստ շահագրգռված է իշխանական օլիգարխ, պատգամավոր Խաչատուր Սուքիասյանը, որի ընկերությունն էլ, ըստ էության, զբաղված է ադրբեջանական բավական բարձր որակի նավթամթերքը Հայաստան տեղափոխելու գործողություններով։
Թե ինչպես կազդի ադրբեջանական բենզինի տեղափոխումը Հայաստանում բենզինի ընդհանուր գնի վրա, դեռևս բարդ է ասել։ Բանն այն է, որ Ադրբեջանում բենզինի 1 լիտրը վաճառվում է 0․6 դոլարով, Հայաստանում՝ 1.36 դոլարով։ Սակայն պետք է հաշվի առնել թե՛ տարանցման ծախսերը, թե՛ լոգիստիկ խնդիրները (երկաթուղին պետք է հասնի Վրաստան, այնտեղից էլ տեղափոխվի Հայաստան), թե՛ նաև մաքսային ձևակերպումները, քանի որ, եթե Ռուսաստանի և ԵԱՏՄ այլ երկրների դեպքում մաքսային ձևակերպումներ չկան, ապա Ադրբեջանից Հայաստան ապրանք տեղափոխելիս դրանք բավական բարձր են։ Ցանկացած պարագայում լրջորեն ազդելու է նաև բենզինի շուկայում առկա պայմանավորվածությունները։
Այսինքն՝ լավագույն դեպքում բենզինի գինը կարող է չնչին նվազել, ինչը, իհարկե, գործող իշխանությունները ներկայացնելու են ինքնիշխանության և տնտեսական անկախության ծիրում։ Բնականաբար, իշխանությունները շահագրգռված են Ադրբեջանից Հայաստան բենզին տեղափոխելու գործողություններով և հարցը մեկ անգամով չի ավարտվելու։
